Job summary

The City of Chino is seeking a Water Treatment Supervisor to lead operations at our water treatment facilities, ensuring safe, reliable drinking water for the community. You will supervise staff, manage SCADA systems, monitor compliance with state and federal regulations, and partner with other departments to support resilient public service.

Qualifications

• Education: Equivalent to the completion of the twelfth grade supplemented by specialized training in wastewater collection, stormwater management, or a related field.
• Experience: Four (4) years of experience in water treatment and operations, including at least three (3) years in a supervisory or lead role.
• Licenses and Certifications: Possession of a valid Class C California Driver’s License; ability to obtain Hazmat Endorsement within twelve months; Possession of a California Water Treatment Operator T-3 certificate at time of appointment; ability to obtain a California Water Treatment Operator T-4 within twelve months; Possession of a California Water Distribution Operator D-2 at time of appointment; ability to obtain D-3 within twelve months.

Responsibilities

• Supervise and oversee staff operating and maintaining water treatment plants, booster stations, transmission pipelines, and cross-connection control.
• Ensure potable water meets regulatory requirements and is delivered safely and reliably.
• Oversee operations, maintenance, process improvements, equipment upgrades, SOPs, and preventive/corrective maintenance programs.
• Supervise operation and maintenance of SCADA, process control analyzers, and monitor equipment including data accuracy and cybersecurity.
• Prepare technical and administrative reports and regulatory submittals to applicable agencies.
• Respond to operational emergencies and make critical decisions to protect public health and ensure timely resolution of issues.
• Assist with facility upgrades, capital improvement projects, safety programs, and equipment replacement planning.
• Prepare and administer the annual operating budget, including monitoring revenues and expenditures.
• Serve as Chief Operator in absence of the Water Utilities Superintendent.
• Collaborate with water treatment staff, City employees, and the public in a professional and customer-service-oriented manner.

What You’ll Do

As our new Water Treatment Supervisor, you will:

• Supervise, plan, organize, and review the work of staff responsible for operating and maintaining water treatment plants, booster stations, transmission pipelines, and cross-connection control.
• Ensure potable water meets all regulatory requirements and is delivered safely, efficiently, and reliably.
• Oversee operations, maintenance, process improvements equipment upgrades, standard operating procedures, and preventative/corrective maintenance programs.

• Supervise and participate in the operation, calibration, and maintenance of SCADA, process control analyzers, and monitor equipment, including data accuracy and cybersecurity.
• Prepare technical and administrative reports and regulatory submittals to applicable agencies.
• Respond to operational emergencies and make critical decisions to protect public health and ensure timely resolution of issues.
• Assist with facility upgrades, capital improvement projects, safety programs, and equipment replacing planning.
• Prepare and administer the annual operating budget, including monitoring revenues and expenditure.
• Serve as Chief Operator in absence of the Water Utilities Superintendent.

What We’re Looking For

We’re looking for someone who:

• Has knowledge of water treatment/distribution operations, SCADA systems, regulations, safety protocols, and industry standards.
• Is skilled in interpreting and applying regulatory requirements, troubleshooting system issues, and responding to emergencies.
• Can lead, train, and coordinate staff while supporting development of goals, policies, and procedures.
• Has strong communications skills with the ability to prepare clear reports, documentation, and public presentations.

Minimum Qualifications:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Education: Equivalent to the completion of the twelfth (12th) grade supplemented by specialized training in wastewater collection, stormwater management, or a related field.
• Experience: Four (4) years of experience in water treatment and operations, including at least three (3) years in a supervisory or lead role.

• Licenses and Certifications:
  • Possession of a valid Class C Commercial California Driver’s License to be maintained throughout employment.
  • Ability to obtain a Hazmat Endorsement within twelve (12) months of appointment.

• Possession of a California Water Treatment Operator T-3 Certificate at time of appointment, to be maintained throughout employment.
• Possession of, or ability to obtain within twelve (12) months of appointment, a California Water Treatment Operator T-4 Certificate.
• Possession of a California Water Distribution Operator D-2 Certificate at time of appointment, to be maintained throughout employment.
• Possession of, or ability to obtain within twelve (12) months of appointment, a California Water Distribution Operator D-3 Certificate.

Physical Demands and Working Conditions:

• Mobility to work in the field and to perform medium to heavy physical work.
• Operate a motor vehicle and visit various community sites.
• Vision to inspect and operate equipment.
• Hearing and speech to communicate in person and over the telephone.
• The ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.
