Responsibilities

• Provide program-management and mission-integration support for CBDP activities across DoD components and partners.

• Translate warfighter needs and threats into actionable recommendations for concepts, demonstrations, and training.
• Support development, review, and oversight of CBRND R&D, procurement, fielding, and lifecycle management strategies.
• Analyze CBRND portfolios including medical countermeasures, defense capabilities, and logistics.
• Prepare briefing materials, agendas, and correspondence; track tasks to completion.
• Develop decision-support products and performance metrics for executive audiences.
• Contribute to Planning, Programming, Budgeting, and Execution activities and portfolio prioritization.
• Assess acquisition programs, readiness, and mission-assurance considerations; propose senior-level recommendations.

Position Summary:

Analytic Services, Inc. (ANSER) is seeking a Warfighter Engagement Analyst to support the Office of the Deputy Assistant Secretary of War for Chemical, Biological, Radiological and Nuclear Defense (ODASW(CBRND)). In this role, you will work in coordination with key stakeholders across the Chemical and Biological Defense Program (CBDP), the Warfighter Engagement Analyst leverages their knowledge of mission engineering, operational experimentation, and the Department of War (DoW) requirements process to ensure the materiel capabilities developed by the CBDP are operationally relevant and delivered at time and place of need.

This position can support a hybrid work schedule with 3-4 days per week onsite at the Mark Center in Alexandria, VA and 1-2 days remotely.

Day to Day Responsibilities:

• Provide program-management and mission-integration support for Chemical and Biological Defense Program (CBDP) activities across the Department of War, Military Services, Combatant Commands, Defense Agencies, Enterprise components, and interagency partners.
• Schedule, deconflict, coordinate, and lead internal and external stakeholder engagements, including meetings with Enterprise components, the Joint Force, Military Services, Defense Agencies, the Intelligence Community, other U.S. Government agencies, and international partners.
• Translate warfighter needs, operational assessments, capability gaps, and emerging Chemical, Biological, Radiological, and Nuclear Defense (CBRND) threats into actionable recommendations supporting joint concepts, demonstrations, exercises, experiments, training, logistics, and operational planning.
• Serve as a subject-matter expert supporting the development, review, and oversight of CBRND research, development, acquisition, fielding, sustainment, and life-cycle management strategies.
• Conduct programmatic, technical, operational, and functional analyses of CBRND portfolios, including medical countermeasures, physical defense capabilities, science and technology, engineering, test and evaluation, production, logistics, and industrial-base considerations.
• Prepare briefing materials, meeting requests, agendas, talking points, RAHs, meeting summaries, and administrative correspondence; recommend, document, assign, and track tasks and requests for information through completion.
• Develop and maintain decision-support products, including databases, assessment methodologies, performance metrics, technical analyses, reports, and executive-level correspondence.
• Support Planning, Programming, Budgeting, and Execution activities by contributing to budget formulation, justification, execution, policy guidance, portfolio prioritization, resource analysis, and performance-based program reviews.
• Assess CBRND acquisition programs, requirements, capabilities, shortfalls, redundancies, readiness, training, doctrine, sustainment plans, and mission-assurance or CBRN-survivability considerations; develop recommendations for senior-level review.
• Anticipate challenges and emerging issues; proactively engage ODASW, Enterprise, and other partners to deconflict or resolve matters; elevate unresolved issues to the client for decision as appropriate; and remain flexible and responsive to changing priorities.

Required Qualifications:

• Possess an active TS/SCI security clearance.
• Bachelors degree in any field
• 10+ years of related work experience within the military services, combatant commands, requirements development/analysis, warfighter engagements, operational concepts, or similar. A Master's degree may be substituted for 3 years of work experience.
• Experience analyzing and integrating complex data and information in support of the development of operational concepts and warfighter engagements.
• Experience communicating and coordinating with Military Services and COCOMs on requirements and warfighter engagements.

Preferred Qualifications:

• Experience working within the DoD Chemical and Biological Defense Program.
• Experience with mission engineering efforts.
• Project Management Professional (PMP) certification.

Full-Time Salary Range for this position: $119,000 — $172,000 USD
