Job summary

Job description

The Division of Administration/Office of State Buildings has a vacancy. This job title has an assigned pay grade of WS-210.

This position is responsible for property control, inventory control, and warehouse management for all Office of State Buildings operations, 36 buildings, and more than 106 employees. The primary work location of this position resides in the main Baton Rouge OSB warehouse, which encompasses 34,311 sq. ft.

The Office of State Buildings (OSB) is responsible for the maintenance of State Office Buildings throughout the state, which are listed below under Facilities: Alexandria SOB, Arsenal, Bienville, Brandywine III- Lafayette ,Brandywine VI- Lafayette, Capitol Annex, Central Plant (North),Central Plant (South),Claiborne, Claiborne Garage,1st Circuit Court of Appeals, DPS, Galvez Building, Galvez Parking Garage, Governor's Mansion, Iberville, ISB (Information Services Building),LaSalle Building, LaSalle Parking Garage, Livingston Building, AZ Young Park, NELSOB(Monroe), OPH Lab, OSB- Service Center, Pentagon Barracks, Poydras, 2nd Circuit Court of Appeals- Shreveport, Shaw Center, Shreveport SOB/Jordan Building, State Capitol, State Library, State Museum, State Supreme Court, New Orleans, Welcome Center/LED Innovations, Welcome Center Parking Garage, Old State Insurance Parking Garage, DPS, and United XII.

The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

Two years of warehouse experience, or experience in receiving, storing, or distributing supplies or equipment.

EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience.

Job Duties:
  • Plans, organizes, and supervises annual property inventories for the agency, including inventories witnessed by representatives of the Legislative Auditor's Office. Conducts periodic inventories of property, expendable supplies, warehouse stock, fleet assets, and equipment throughout the state to ensure accurate recordkeeping and accountability for Finance and Support Services.
  • Prepares and files annual Moveable Property Certification reports with the Louisiana Property Assistance Agency, Legislative Auditor, and Office of Finance and Support Services. Maintains property receipts for all agency divisions, including Architectural, Carpentry, Plumbing, Electrical, Paint, Mechanical, Operations, Grounds, and Administration, Prepares BF-11 documentation and transmittals for surplus or newly acquired property. Maintains and updates records for tagged LPAA items with a value of $1,000 or greater, which is approximately 335 items of movable property, with a total value exceeding $2.4 million.
  • Performs manual labor associated with lifting, moving, storing, and issuing stock, equipment, and warehouse materials as required to support daily operations. Performs advanced warehouse operations, inventory management, property control, fleet coordination, and material handling functions under general supervision, with responsibility for inventory accountability, operational efficiency, warehouse organization, and lead worker support.
  • Oversees an estimated fleet of 40 vehicles, including passenger vehicles, utility vehicles (UTVs), trucks, trailers, and heavy-duty equipment. Manages fleet inventory records and assists with fleet purchases, vehicle assignments, transfers, maintenance coordination, and surplus disposition activities. Prepares and maintains monthly mileage reports, fuel usage reports, and gas log documentation to ensure accountability and compliance with agency and state reporting requirements.
  • Receives, issues, monitors, and maintains records for bulk fuel operations, including unleaded gasoline and off-road diesel, and prepares monthly fuel usage spreadsheets and procedural reports for the Office of Finance and Support Services.
  • Receives, unloads, and handles specialized stock requiring specific handling procedures, including pharmaceuticals, chemicals, combustible materials, and perishable goods. Performs errands, dispatches deliveries, and assists with transportation and movement of materials, equipment, and fleet assets as required.
  • Operates and performs routine maintenance on warehouse and material handling equipment, including forklifts, front-end loaders, utility vehicles, and other complex warehouse equipment with lifting capacities exceeding 10,000 pounds or lift heights greater than 12 feet. Controls the use of forklifts and ensures that only trained personnel operate warehouse equipment.
  • Provides lead worker support by assisting in the training and instruction of warehouse personnel and new employees in proper warehouse, inventory, fleet, and safety procedures. Ensures staff follow proper procedures for the movement, storage, handling, and issuance of stock, equipment, and vehicles while maintaining compliance with agency policies, operational standards, and workplace safety practices.
  • Demonstrates knowledge of storekeeping, shipping, purchasing, requisition, inventory, and fleet management procedures and maintains accurate records and reports of advanced complexity. Utilizes computer systems and inventory software to support warehouse operations, fleet accountability, and inventory control functions.
  • Establishes and maintains effective working relationships with agency personnel, vendors, contractors, and support staff while performing assigned duties with reliability, punctuality, accuracy, and professionalism.
  • Coordinates weekly uniform service with the Cintas representative, the organization's uniform vendor, including the pickup and delivery of employee uniforms. Distributes uniforms to staff and maintains accurate weekly uniform inventory and tracking logs. Receives and processes Cintas invoices, ensuring proper documentation and assisting with weekly procurement and payment processing.
  • Prepares requisitions and purchase orders for warehouse stock and designated commodities; research statewide and agency contracts; monitors stock levels; and coordinates with vendors to ensure timely delivery, replacement, or return of materials. Identifies, reports, and recommends solutions to maintain economical and efficient stock levels.
  • Purchases authorized materials using purchase orders and state-issued procurement cards (P-card and I-card) and submits required financial documentation in accordance with agency purchasing procedures, as well as written approval from Program Manager/Program Director.
  • Performs duties as needed by the Administrative Program Manager or higher authority.
