GENERAL SUMMARY

Under limited supervision of the Team Lead, the WAP Project Manager manages the daily operations of the Weatherization Assistance Program, including grant programs administered by the Georgia Environmental Finance Authority (GEFA). The position oversees day-to-day program administration and service delivery within organizational unit(s) including the management of administrative, budgeting, operational and programmatic activities. Develops, evaluates and modifies policies to ensure that programs are effective and in compliance with legal requirements. Directs preparation and distribution of written and verbal information to inform management and employees of program and administrative policies and procedures. Monitors progress of program objectives that affect the quality and level of services provided and the program's success. Performs project and contract management for various programs. Oversees grant application intake and initial review; supports financial review process; coordinates contract development and execution. Identifies opportunities to streamline work flows where possible and recommends process improvement for assigned program areas. Develops and maintains cooperative working relationships and effective communications with sub-recipients and program funders, other state officials, and contractor representatives. Reviews program operations for compliance with applicable regulations and standards. Provides technical assistance to sub-recipients and contractors. Prepares all necessary reports for the program and the division. This position also oversees customer service, budgeting, financial management, operations, policy development, program administration, and coordination with other agencies and programs.

RESPONSIBILITIES AND STANDARDS

Works with the WAP team to administer the program and apply all program guidelines. Reviews and approves invoices and financial data, drafts contracts, reviews budgets and expenditures. Demonstrates enthusiasm towards work, works independently and can organize and prioritize assignments. Communicates effectively with all stakeholders and represents the interests of GEFA in interactions and/or negotiations with clients, stakeholders, staff of other governmental entities, suppliers, and vendors.

Prepares instructive, detail-oriented progress reports based on monthly financial reports. Develops processes to ensure the service provider monthly reports are developed properly, the energy efficiency measures are selected properly, and they are reported according to program requirements.

Works closely with 14 service providers throughout the state. May work indoors and outdoors, including construction areas, crawlspaces and attics, sometimes in very hot or cold conditions Maintains knowledge and stays informed on developments in weatherization and energy programs and applies that knowledge to the role. Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Completion of a four‑year degree from a college or university “AND”Two years of experience in the management of the administrative support activities of a business or government activity. Candidate must possess the ability to think independently and work, at times, with little supervision.

Note: Related experience may be substituted for education on a year for year basis.

PREFERRED QUALIFICATIONS

Preference will be given to applicants who, in addition to the minimum qualifications, possess one or more of the following:

  • College degree with a concentration in environmental studies, economics or business.
  • Three years of relevant experience preferred.
  • College degree with a concentration in environmental studies, economics or business.
  • Three years of relevant experience preferred.
  • At least two years of experience reviewing and approving invoices.
  • At least two years of financial management experience.
  • At least two years of construction management experience.

Note: GEFA reserves the right to hire at a higher-level position (WAP Project Manager 3 [$93,000 - $97,000 annual salary]) based on candidate qualifications.
