Position Summary/ObjectivesAs WAP Manager, you’ll lead programs that help families throughout our community live in homes that are safer, healthier, more comfortable, and more energy efficient.Working with our Weatherization Assistance, HVAC, and Multifamily Weatherization Programs, you’ll oversee day-to-day operations, support and develop program staff, coordinate with contractors, manage production and reporting, and help ensure services are delivered efficiently, responsibly, and in compliance with program requirements. While this is primarily an administrative and office-based role, you’ll also travel throughout the Agency’s eight-county service area for site visits, meetings, contractor coordination, training, and program oversight.At the Upper East Tennessee Human Development Agency, our mission is simple: Helping People. We’re looking for a strong leader who wants to put their experience to work not just managing programs, but helping those programs make a meaningful difference in the lives of the families we serveEssential FunctionsProvide overall leadership and program management for WAP, HVAC, and Multifamily Weatherization operations, ensuring compliance with program, contractual, safety, and Agency requirements.Develop and manage program schedules, work plans, production goals, project assignments, expenditures, and deadlines to support efficient and timely service delivery.Supervise and develop program staff through clear expectations, training, coaching, performance management, and professional development.Coordinate staff, contractors, and subcontractors to ensure assessments, work, inspections, documentation, and project closeouts meet required quality and compliance standards.Monitor contractor and vendor performance, including quality, timeliness, invoicing, documentation, and compliance, and address concerns as needed.Oversee program monitoring, client and program files, procurement, internal controls, corrective actions, and required recordkeeping with strong attention to accuracy and detail.Assist with budget development and fiscal oversight, including invoice review, expenditure monitoring, and reconciliation.Analyze production, expenditure, inspection, and performance data to identify concerns, solve problems, and adjust program activities to meet established goals.Maintain accountability for program vehicles, tools, equipment, materials, and other Agency property.Maintain required staff training and certifications while building effective relationships with clients, contractors, government agencies, community partners, and other stakeholders.Participate in required meetings, training, conferences, site visits, and other program activities.Perform other duties as assigned.BenefitsPaid Fall Break, Winter Break, Spring Break and holidaysHealthcare coverage is provided through the State of Tennessee, with UETHDA covering 100% of the monthly premium for employee-only plans (valued at approximately $600 per month or $7,200 annually). Regular activities include sitting, standing, walking, communicating, and using a computer. Field visits may involve stairs or ladders, bending or kneeling, and accessing attics, crawlspaces, mechanical areas, or other confined spaces, with occasional exposure to seasonal temperatures, dust, and construction conditions. The position requires the use of appropriate personal protective equipment and the ability to occasionally lift or move up to 50 pounds. Reasonable accommodations may be provided to enable qualified individuals with disabilities to perform the essential functions.Minimum Education and ExperienceAssociate’s degree in business, public administration, construction, energy management, human services, or a related field; bachelor’s degree preferred.Three to five years of relevant experience in program administration, project management, weatherization, HVAC, housing, energy assistance, construction, or a related field.Supervisory or management experience and experience with federal, state, or grant-funded programs preferred.Working knowledge of weatherization, energy conservation, residential construction, HVAC, building science, quality assurance, or related programs.Demonstrated ability to lead and develop staff, manage projects and priorities, coordinate contractors, solve problems, and meet deadlines.Ability to interpret and apply program, regulatory, contractual, and Agency requirements while maintaining accurate and confidential records.Strong organizational, communication, interpersonal, analytical, and computer skills, including proficiency with Microsoft Office and the ability to work effectively with clients, staff, contractors, and community partners.Valid driver license and ability to meet Agency driving requirements.Must successfully complete required background, reference, drug/alcohol, and education checks.Position Type/Expected Hours of WorkThis is a full-time, exempt position with a schedule established by the Agency.
