HORNE’s Government Services focus area is seeking a qualified individual to serve as an Inspector for energy programs, including the Weatherization Assistance Program (WAP). This individual will support the implementation and compliance of energy projects across Puerto Rico. The role requires conducting field inspections, document control, and reviews for energy audits and invoice packages (QA/QC), and coordination with multiple stakeholders to ensure proper program execution. This position includes significant field work, often outside the metropolitan area, and may require extended hours and weekend availability.

- Identify inconsistencies or areas of concern during field visits or invoice reviews and proactively escalate findings with recommended solutions.

- Minimum of Two (2) years of relevant experience in compliance, field inspections, or project implementation.
- Comfortable in a dynamic multi-disciplinary environment.
- Proven communication skills including written, verbal and listening communication skills.
- Ability to work independently in the field and to make on-site evaluations and to adapt to dynamic project demands.
- Availability to work extended hours and weekends, as necessary.
- Willingness and ability to travel across Puerto Rico, including areas outside the metropolitan region.
- Must own a vehicle and be able to travel independently to assigned field locations.
- Strong organizational skills and attention to detail in documentation and reporting.
- Good interpersonal skills and capable of developing technical writing, and communications skills.
- Comfortable performing virtual assessments and using technology for field inspections.
- Proficient in communicating effectively with applicants.
- Maintain accurate case records and notes in proprietary systems
- Interpret and apply program policies in decision-making
- Collaborate with internal teams and external partners to resolve issues promptly
- Meet daily processing goals and program deadlines in a high-volume setting
- Adapt quickly to changes in program protocols, software, or timelines
- Deliver consistent and professional support to all stakeholders
- Perform additional tasks and duties as needed
Responsibilities:
- Conduct field inspections to verify the proper installation of energy-efficient equipment (e.g., air conditioners, water heaters, LED lighting) in accordance with WAP guidelines.
- Perform quality assurance and quality control (QA/QC) reviews of inspection documentation, contractor invoices, and audit packages.
- Document inspection results with detailed written reports, photographic evidence, and standardized checklists in both English and Spanish.
- Ensure compliance with program eligibility and technical standards through site visits and beneficiary interviews.
- Collaborate with internal teams, auditors, and contractors to resolve discrepancies in documentation or field conditions.
- Travel frequently throughout Puerto Rico, including non-metropolitan areas, to conduct inspections and follow-up assessments.
- Maintain confidentiality and professionalism when handling sensitive program and beneficiary data.
- Detail-oriented with the ability to manage multiple tasks under pressure.
- Proficient in Microsoft Office and data entry systems.
- Ability to work both independently and as part of a team.
- Ability to sit at a desk for extended periods.
Required Skills:
- Bachelor's degree in engineering, Architecture, or related field with appropriate education in electrical consulting, or at least (2) years of experience performing similar inspections.
- Proficiency in MS Office applications, including Word and Excel
- Excellent written and oral communication skills
- Must pay excellent attention to detail
- Ability to manage multiple deadlines and workflows
