Job summary

Southwest Housing Compliance Corporation (SHCC) is seeking a detail-oriented Voucher Specialist in Austin, TX to review Housing Assistance Payment vouchers, reconcile tenant data, and support payment processing in a deadline-driven environment. You will be the primary contact for O/As, provide clear communication by phone and email, and maintain accurate records in STARS.

Proficiency with Google Suite and HUD-related processes is essential.

Qualifications

  • Ability to provide compassionate and professional customer service to clientele of diverse backgrounds
  • Strong computer skills (Google Suite, Microsoft Office Suite, Adobe Acrobat, DocuSign, Emphasys ELITE, and Laserfiche)
  • Excellent oral and written communication skills
  • Ability to establish, cultivate, and maintain effective working relationships with external partners, clients, and coworkers
  • Knowledge of standard bookkeeping principles, practices, and techniques
  • Knowledge of HUD programs, regulatory compliance, the affordable housing industry
  • Spanish language proficiency

Responsibilities

  • Voucher Review & Payment Processing: Review and approve monthly vouchers for accuracy and HUD compliance.
  • Tenant Data Reconciliation: Cross-check certification data with voucher line items and resolve discrepancies.
  • Customer Support & Communication: Serve as primary contact for O/As and provide clear, courteous support by phone and email.
  • Documentation & File Management: Maintain digital and physical records per HUD/SHCC standards.
  • Data Entry & Workflow Tracking: Enter case information into STARS and ensure timely workflow steps.
  • Compliance Assurance: Ensure payment/reconciliation processes meet HUD policies and SHCC QA.
  • Deadline Management: Manage monthly deadlines to meet HUD payment timelines.

Southwest Housing Compliance Corporation (SHCC) is seeking a detail-oriented and customer-focused professional to join our team. This position plays a vital role in supporting payment processing and compliance efforts in a fast-paced, accuracy-driven environment. SHCC has proudly served the U.S. Department of Housing and Urban Development (HUD) as a high-performing Contract Administrator for over 24 years. Through this work, we serve over 80,000 households across Texas and Arkansas, ensuring access to safe and healthy housing in alignment with HUD's mission.

What you will do in this position:

Review monthly Housing Assistance Payment (HAP) vouchers submitted by O/As to ensure accuracy, completeness, and compliance with HUD regulations. Identify and resolve discrepancies before processing payments.

Cross-check tenant certification data (such as move-ins, move-outs, income changes) with voucher line items. Investigate any inconsistencies or anomalies and communicate clearly with O/As to resolve issues.

Serve as a primary point of contact for O/As regarding payment and compliance questions. Provide clear, courteous, and professional support by phone and email, often needing to explain technical housing or data requirements.

Create and maintain accurate digital and physical records of payment processing actions, correspondence, and resolutions in accordance with HUD and SHCC auditing standards.

Enter case information into SHCC's proprietary STARS system to ensure proper tracking, routing, and reporting of tasks. Maintain updated status notes and ensure all workflow steps are completed accurately and timely.

Help ensure that all payment and reconciliation processes adhere strictly to HUD policies and SHCC's quality assurance protocols. Escalate noncompliance issues as needed to senior staff.

Manage a consistent monthly workflow tied to strict internal and external deadlines. Proactively organize tasks to ensure HUD payment deadlines are met without errors or delays.
