Job summary

Appalachia Service Project is seeking a Volunteer and Field Operations Coordinator based in Johnson City, Tennessee. The role supports ASP’s East Tennessee Hub by coordinating volunteer engagement, managing field logistics, and handling construction administration tasks across the service area.

Responsibilities

  • Assist with pre-construction readiness including obtaining permits, approvals, and inspection schedules.
  • Coordinate utility setup for construction operations.
  • Maintain records related to permits, inspections, and compliance.
  • Track milestones to support schedules and grant requirements.
  • Coordinate inspections and follow up with ASP staff and local jurisdictions.
  • Manage inventory of materials, tools, and equipment; ensure sites are organized and ready for activity.
  • Coordinate delivery, transport, and setup of materials and equipment.
  • Assist with bulk material ordering and ensure timely deliveries.
  • Coordinate on-site dumpsters and waste removal.
  • Ensure materials are secured on worksites.

Job description

About the Position

The Volunteer and Field Operations Coordinator is part of ASP’s East Tennessee Hub and is responsible for supporting and facilitating overall programmatic operations. This position coordinates volunteer engagement, manages field logistics, and handles key construction administrative functions across the service area. The ETN Volunteer and Field Operations Coordinator reports to the East Tennessee Construction Superintendent.

This is a full-time, exempt position based in Johnson City, Tennessee. Irregular hours may be required. This role requires extensive travel between multiple construction sites, communities, and counties in east Tennessee, as well as other possible locations across ASP’s service area.

Job Responsibilities
Construction Administration & Compliance
  • Assist with pre-construction readiness, including obtaining, tracking, and maintaining required permits, approvals, and inspection schedules in coordination with local jurisdictions.
  • Coordinate temporary and permanent utility setup, including power, water, and other services necessary for construction operations.
  • Maintain organized and complete records related to permits, inspections, utilities, site plans, and compliance documentation.
  • Track administrative construction milestones to support project schedules and grant requirements.
  • Coordinate and track required inspections and follow up on approvals in collaboration with ASP staff, external contractors, inspectors, and local jurisdictions.
Field Logistics, Materials & Site Readiness
  • Manage inventory of construction materials, tools, and equipment. Ensure worksites are organized, stocked, safe, and operational prior to volunteer or contractor activity.
  • Coordinate, within existing systems, the delivery, transport, storage, and setup of materials and equipment at worksites.
  • Assist with bulk material ordering to ensure timely and correct deliveries from local vendors and suppliers.
  • Coordinate any on-site dumpsters and the removal of construction waste from worksites regularly
  • Ensure stewardship of resources including but not limited to returning unused materials in a timely manner and keeping materials covered and secured on the worksites.
Construction and Field Operations
  • Support in planning, maintaining, facilitating, and executing the overall schedule of construction projects and timelines.
  • Ensure and facilitate timely communication with suppliers, subcontractors, vendors, volunteers, and others, on timelines, deadlines, concerns, and material needs for each house.
  • Support the development and maintenance of project schedules, including the coordination and management of subcontractors and their work
  • Support the planning, preparations, and set up of local Summer Repair Program efforts, as needed
Volunteer Management
  • Work closely with the Volunteer Hospitality Coordinator and other ASP personnel to schedule, facilitate, and communicate with volunteers about projects, skillsets, capacity, and any other details pertaining to construction, before, during, and after volunteer experiences.
  • Manage volunteers while on site teaching basic skills while ensuring quality, safety, and stewardship of volunteers and ASP resources.
Budget Management
  • Assist in coding receipts and invoices as needed.
  • Review weekly financial management reports for accuracy and budget adherence.
Administrative
  • Assist with updating East Tennessee programs and procedures, as needed.
  • Uphold ASP’s mission, values, and budget guidelines
  • Other duties as assigned by supervisor.
Candidate Description
Required:
  • Willingness to work in a Christian environment.
  • 1-year previous work experience in construction management or another similar role
  • Basic knowledge of construction materials, equipment, and construction management processes
  • Able to multitask and manage time efficiently
  • Excellent communication skills and interpersonal abilities, including negotiation skills
  • Highly organized, ability to plan ahead, attention to detail and ability to work well in a team
Desired:
  • Experience hauling trailers, operating small equipment such as a skid steer.
  • Experience with codes and permitting in service area
Other Requirements:
  • Valid driver’s license and driving record that is acceptable to ASP’s insurer.
  • May require lifting items (boxes, materials) weighing up to 100 pounds.
  • Satisfactory results on a thorough background check.
