Responsibilities

Note: Reposted to note that this is a three level salary code (SC) progression position. Selectee will be placed in the position at the SC level commensurate to their experience. Candidate selected at Level I, II, or III may advance to the next higher level upon successful completion of qualification requirements.

Job Summary: Serves as a VoIP Engineer Level I within the HQ Network Operations team. Incumbent is responsible for assisting in the support of NEXCOM Enterprise voice and Unified Communications services including VoIP systems telephony and supporting network technologies. This is an entry-level position designed to develop technical skills in VoIP and enterprise IT systems.

Duties and Responsibilities: The following responsibilities are performed under the general supervision of a higher-level VoIP Engineer or Supervisor:

- Responsible for tasks involving VoIP and Unified Communications systems including CUCM, Unity Connection (CUC), and related telephony technologies.

- Assists in day-to-day operations of VoIP systems including phone provisioning, user configuration, and endpoint support (IP phones, analog devices, softphones).

- Assists with installation and support of telephony cable plant and endpoint connectivity.

- Monitors VoIP system performance using diagnostic tools and system logs.

- Monitors system health using enterprise monitoring tools such as SolarWinds or similar platforms.

- Installs and replaces VoIP-related hardware and software components.

- Maintains, supports, and troubleshoots VoIP configurations including endpoints, basic dial plans, and voice services.

- Works with Network Engineers to identify and resolve issues related to routing, switching, DHCP, DNS, and QoS impacting voice services.

- Maintains the security and integrity of all VoIP systems, including compliance with RMF, STIGs/PCI regulations, and IA controls.

- Documents VoIP configurations, installations, and changes.

- Participates in a 24-hour/7-day Network Team on-call rotation.

- Provides oral and written reports to all levels of the Code I management chain.

- Keeps supervisor informed of all assignments.

- Performs other related duties as assigned.

SECNAV M-5239.2 DoN, Information Assurance (IA) Workforce Manual requires that all incumbents of this position possess, and maintain current, two types of certifications as follows:

IA Certification: One of the following certifications:

  • Certified Ethical Hacker (CEH)
  • CompTIA Cloud+
  • CompTIA Security+
  • GIAC Certified Incident Handler (GCIH)
  • GIAC Global Industrial Cyber Security Professional (GICSP)
  • GIAC Security Essentials Certification (GSEC)
  • Systems Security Certified Practitioner (SSCP)

NEXCOM preferred certification is Security+

In addition to an IA certification, personnel with privileged access must also obtain an Operating System (OS) /Computer Environment (CE) or security related tools used within the NEXCOM environment. Concentration must be within one version of the supported Production environment.

Operating System/Computing Environment Certificate

  • Cisco Certified Support Technician (CCST-Networking) - (pass the associated vendor exam(s) and maintain certificate)

Candidates without the required certification may be placed into this job but must obtain the required certification within 9 months of appointment; failure to obtain this requirement will result in termination of employment.

DOD requires 20 hours of Continuous Learning each calendar year. This requirement is in addition to any industry certification Continuous Learning requirement. [Note: DOD 20 hours Annually - Industry certification Continuous Learning may be applied towards DOD 20 hour annual requirement. However, not all DOD Continuous Learning hours can be applied to industry certification Continuous Learning requirement, check with certification agency on what may be accepted.

A Signed Privileged Access Statement

This position in accordance with SECNAV M-5510.30 will require a favorable Access National Agency Check and Inquiries (ANACI).

Incumbent may progress non-competitively to a VoIP Engineer Level III position, upon the completion of qualification requirements and training within a 2-year timeframe; advancement is not permitted with less than 2 years in current position.

GENERAL EXPERIENCE: Three years of experience in administrative, technical, or customer support work that demonstrated the ability and aptitude required to perform technical or analytical work involving information systems.

OR

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: One year of related academic study above the high school level may be substituted for nine months of experience, up to a maximum of a four-year bachelor’s degree in an information technology, computer science, or related discipline.

AND

SPECIALIZED EXPERIENCE: Two years of experience in information technology, help desk support, or a related technical field. Experience must demonstrate exposure to one or more of the following areas:

  • Basic networking concepts (e.g., IP addressing, DHCP, DNS, LAN/WAN connectivity)
  • Installation, configuration, or troubleshooting of end-user devices (e.g., PCs, IP phones, printers, or network devices)
  • Customer support or Help Desk operations supporting IT systems
