This role operates under the Chief, Global and Domestic Programs Unit and the National Programme and Liaison Officer, focusing on humanitarian response and recovery initiatives funded by the U.S. Department of State.
Job purpose: The Senior Programme Associate (Donor Liaison) is responsible for managing donor liaison functions to strengthen IOM's ability to effectively implement programs funded by the United States Government (USG), particularly those related to humanitarian response and recovery supported by the U.S. Department of State. This involves providing crucial procedural and technical guidance to various IOM offices, ensuring alignment with USG priorities. The role also plays a key part in coordinating donor reporting processes and supporting program development initiatives within the assigned portfolio, thereby contributing to the successful execution of IOM's mission and objectives in collaboration with U.S. government agencies.
Responsibilities: Liaise with U.S. Department of State bureaus (e.g., DHR, PRM) to advance program implementation and align with USG funding priorities. Serve as the primary support focal point for senior managers on donor-related matters. Assist in developing tools and guidance for field missions to improve project proposals and reports. Support coordination and development of liaison mechanisms between IOM and USG grant managers and financial managers, responding to routine inquiries. Oversee and coordinate reporting processes to DOS bureaus, including reviewing and editing deliverables and advising on reporting expectations. Facilitate regular calls between donors and IOM field missions, documenting minutes and supporting follow-up actions. Provide procedural and technical guidance to IOM offices on identifying funding opportunities and addressing challenges. Contribute to knowledge management mechanisms for awards. Provide technical and administrative support for proposal development and submission for DOS funding. Coordinate official visits and meetings with donor officials. Undertake travel as necessary to support duties and strengthen relationships.
Education: A Bachelor’s degree in a relevant field (e.g., Political Science, International Relations, Development Studies) with five years of relevant experience, or a High School diploma with seven years of relevant professional experience.
Work experience: Experience liaising with governmental authorities, international institutions, UN agencies, and NGOs. Experience working with or on U.S. Government-funded humanitarian programs. Understanding of migration issues and the U.S. Department of State's structure is advantageous. Field experience in humanitarian, development, or migration programming is also beneficial.
Skills: Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint); ability to use PRIMA and SAM.gov. Excellent verbal and written communication skills. Ability to work effectively under pressure and meet tight deadlines. Capacity to collaborate harmoniously with diverse colleagues. Skill in coordinating with various stakeholders.
