As we eagerly grow our innovative solutions in the nuclear energy field, we're ready to add a Vice President of Regulatory Affairs to our team! In this role, you will lead the Nuclear Regulatory Commission (NRC) activities, ensuring Elementl meets all regulatory requirements associated with planning, development, and implementation of regulatory strategies, licensing, and permitting of advanced nuclear power projects (ANPPs).
You will report to the Chief Executive Officer and collaborate closely with our General Counsel and Chief Development Officer. In this role, you will provide critical input into risk management, ensuring compliance strategies are built into every phase of development. You will be the interface between the Elementl team, prospective owner/operators, project stakeholders, reactor vendors and domestic and international regulatory authorities, and we'll rely on you to build strong relationships with local and federal regulators.
Requirements
What you'll do!
Prepare the licensing strategy, support NRC Pre-Application activities and manage the resources responsible for preparing NRC ESPAs, CPAs, OLAs, LWAs, COLAs, and any other NRC licensing documents.
Define, develop, and execute on the regulatory strategy including:
- Regulatory engagement plans
- Regulator pre-application engagement
- Licensing application development
- Activities and design certification
- Regulatory review coordination
- Stakeholder engagement on licensing and regulatory matters
With the goal of minimizing delays, develop and oversee the execution of a roadmap that aligns regulatory activities to ensure agreed upon milestones are met with project stakeholders and regulatory authorities.
Oversee activities across the organization and broader teams to develop the necessary content for successful applications, including subsequent internal and external reviews.
Ensure documentation developed by regulatory authorities (i.e., Safety Evaluation Reports, Environmental Impact Statements) are accurate, adequate, consistent, and appropriately represent an objective assessment of Elementl's ANPPs.
Ensure compliance in the licensing documentation submitted to regulators on nuclear projects.
Consult project teams on existing regulatory precedents and monitor the state of the regulatory environment for potential impacts and influence on current and future projects while exploring creative solutions for regulatory review processes.
Directly interface with the regulators' leadership in overseeing the execution of regulatory engagement plans, negotiating review schedules, and managing regulatory audits and RAIs (Requests for Additional Information).
Oversee the development and management of budgets and resource planning for nuclear-related licensing activities.
What you'll bring!
You have a Bachelors' degree in Engineering, Environmental Services, or a related field.
You have 10-15 years of experience in nuclear energy with a keen focus on regulatory affairs.
It is essential to have expertise in NRC regulations and licensing requirements, as well as proven experience interacting with and influencing regulatory agencies, including NRC SES/EDO/Commissioners.
You have a deep understanding of nuclear licensing pathways and the ability to navigate complex regulatory frameworks efficiently. Comprehensive knowledge and experience of 10 CFR 50, 10 CFR 52, 10 CFR 53, 10 CFR 21, NQA-1, and comprehensive knowledge of NUREG-0800 (NRC Standard Review Plan for LWRs) is necessary.
Because you will be responsible for proactively ensuring regulatory engagement, and for minimizing delays and expediting licensing approvals, you will need experience in leading teams responsible for achieving regulatory outcomes including experience managing interactions with the Advisory Commitment on Reactor Safeguards (ACRS).
The follow subject matter expertise or experience will lead to success:
- Experience with siting and environmental reviews (Environmental Impact Statement (EIS) or Environmental Assessment (EA)) for nuclear projects at NRC or DOE regulated sites
- Knowledge of NRC licensing protocols/procedures/processes with special emphasis on approaches to satisfy 10 CFR Part 50 and 52 requirements and guidance for new reactors
- Experience working under a quality assurance program such as NQA-1, DOE Order 414.1D, ISO-9001, etc
- In-depth understanding of nuclear engineering concepts, principles, and theories
Your strong analytical, problem solving skills and strong negotiation and advocacy skills will be crucial as you lead the regulatory team. As the Elementl Subject Matter Expert in regulatory affairs, you'll be relied on to effectively communicate complex regulatory issues to both technical, and non-technical, audiences. The base salary range for this role is $250,000-$275,000, and has a bonus opportunity.
