Job summary

International Association of Plumbing and Mechanical Officials (IAPMO) seeks a Vice President of Data Center Development & Delivery to lead site development, design management, procurement, construction, commissioning, and capacity delivery across a growing portfolio including Houston and Dallas.

Reporting to the CEO, you will drive end-to-end delivery, build client-facing delivery models, and partner with commercial teams to commit to cost and schedule.

Qualifications

• 10+ years of hands-on leadership delivering complex critical facility projects over $50M
• Deep expertise in EPC, EPCM, CMAR/GMP, and design-build contracting strategies
• Proven ability to capture supply chains in volatile markets with framework agreements and lead-time locks
• Strong understanding of MEP systems and critical infrastructure (power, cooling, redundancy)
• Experience with liquid cooling solutions (immersion, two-phase, direct-to-chip)
• Established vendor and contractor relationships in Texas markets
• Engineering degree (EE, ME, or Civil) or equivalent experience
• Comfort operating in a private equity-backed, high-growth environment with board-level reporting

Responsibilities

• Lead end-to-end lifecycle from site development through commissioning and handover
• Build delivery models covering cost, schedule, risk, and capacity
• Manage procurement and supply chain for long-lead equipment (gensets, switchgear, transformers, chillers, CDUs)
• Oversee design conformance to reference designs for air-cooled and liquid-cooled data halls
• Direct architects, engineers, GC contractors, and third-party commissioning agencies
• Partner with commercial team to provide cost and schedule commitments during sales cycles
• Establish scalable processes and organizational capabilities to support multi-market expansion
• Build and mentor a world-class development team over time

About the Role

Valor Front Executive Search has been retained to identify a Vice President, Data Center Development & Delivery to lead our client's development organization and serve as the executive owner of all aspects of site development, design management, procurement, construction, commissioning, and capacity delivery.

Reporting directly to the CEO, you will be responsible for converting customer demand into revenue-producing capacity across an active portfolio that includes ongoing campus expansion in Houston, a brownfield development in Dallas, and future growth into new Tier 1 and Tier 2 markets. This is a highly strategic, hands-on leadership role with direct board-level visibility and equity participation.

What You Will Do

• Lead end-to-end project lifecycle from site development and permitting through commissioning and customer handover
• Build and maintain client-facing delivery models encompassing cost, schedule, risk, and capacity
• Manage procurement and supply chain capture for long-lead critical equipment including gensets, switchgear, transformers, chillers, CDUs, and liquid cooling infrastructure
• Oversee design adherence and enforce conformance to approved reference designs across air-cooled and liquid-cooled data halls
• Direct architects, engineers, general contractors, and third-party commissioning agencies
• Partner with the commercial team to provide credible cost and schedule commitments during the sales cycle
• Establish scalable processes, reporting frameworks, and organizational capabilities to support multi-market expansion
• Build and mentor a world-class development team over time

What You Bring

• 10 or more years of hands-on leadership delivering complex critical facility projects in excess of $50 million, including data centers, mission-critical facilities, or comparable large-scale infrastructure
• Deep expertise in EPC, EPCM, CMAR/GMP, and design-build contracting strategies
• Proven ability to capture supply chains in volatile markets, including framework agreements, price and lead-time locks, and logistics coordination
• Strong understanding of MEP systems and critical infrastructure, including power, cooling, and redundancy architectures
• Experience with liquid cooling solutions including single-phase immersion, two-phase, and direct-to-chip preferred
• Established vendor and contractor relationships in Texas markets preferred
• Engineering degree (EE, ME, or Civil preferred) or equivalent experience
• Comfort operating in a private equity-backed, high-growth environment with board-level reporting
