Location: Arlington, VA/Hybrid
Position Timeline: Permanent

APHSA is recruiting leadership! We are seeking an accomplished executive who will grow and engage our membership, advance national policy solutions, and lead a talented team into the next generation of APHSA.

APHSA is a bipartisan national association representing state and local agencies in the health and human services field. With and through these members, we work to advance solutions that are centered on administering, overseeing and aligning programs that provide access to food, health care, housing, employment, child care, community support and other key building blocks of well-being.

Join a team of dedicated professionals who are results-oriented and are impacting systems across the nation! As Vice President, Membership and Policy, you will shape how APHSA serves and engages its members, turn their expertise into national policy solutions, and help set the direction of the organization as part of its senior leadership. We're looking for a strategic, solution-oriented leader who builds strong relationships with members, policymakers and partners, and who will strengthen our collaborative team environment.

While your main focus will be membership and policy, we're also looking for someone who thrives as part of a leadership team. You'll work closely with colleagues across the Association and partners nationwide, building the trust and alignment that turn good ideas into results.

What you'll do
Membership and engagement
  • Develop and lead strategies to attract, retain and engage members through high-value engagement opportunities.
  • Oversee APHSA's Affinity Group programs, ensuring quality networking experiences and strong links to policy advocacy priorities.
  • Lead the Strategic Partnership Program, aligning member needs with industry expertise to advance APHSA's national impact.
  • Use membership and partner data and feedback to improve offerings, the member experience and overall value.
Policy and advocacy
  • Lead the development and execution of APHSA's public policy agenda.
  • Oversee monitoring of legislative and regulatory developments.
  • Direct advocacy campaigns, Hill days, comment letters and policy publications.
Communications
  • Provide executive leadership for APHSA's communications and media relations.
  • Ensure communications advance APHSA's membership and policy priorities and reflect a consistent voice.
  • Oversee communications to members and leadership on legislative and regulatory developments.
Leadership and partnerships
  • Lead the teams responsible for membership services, policy and communications, ensuring alignment across them and maximizing the value of membership.
  • Build relationships with state and local human services leaders, federal partners and policymakers, philanthropy, partner organizations and industry leaders.
  • Support the President & CEO in work with the Governing Board, Leadership Council, Locals' Council and other governing bodies.
Requirements
What you bring
  • 10+ years of experience in public human services, nonprofit management or social impact sectors, including at least 5 years in senior leadership.
  • A bachelor's degree in public policy, social work, public administration, nonprofit management or a related field; master's preferred.
  • A track record of driving execution, leading change, setting strategic direction and building partnerships.
  • Knowledge of human services programs, practices and policy, and the ability to apply it.
  • Excellent communication, negotiation and relationship skills, with the ability to influence stakeholders at the local, state and national levels.
  • Experience with budget management, fundraising and grants, and with using data and evaluation to measure impact.
  • Experience at a nonprofit or membership association is a strong plus.
  • Ability to travel up to 30%.
What we offer

  • Life and AD&D insurance
  • 401(k) or Roth with a 3% employer contribution
