Job summary

Parkland Community Health Plan seeks a visionary VP of IT to lead strategic technology direction, product delivery, and governance across the health plan. This role will drive a modern technology platform strategy and execute a data-driven, compliant technology roadmap in a heavily regulated environment.

The VP will unify governance and automation, oversee enterprise data architecture, and champion responsible, ethical technology enablement while partnering with Legal, Compliance, and Risk teams

Job description

Primary Purpose

As Parkland Community Health Plan (PCHP) advances its digital transformation, the complexity and scale of technology, data, and seeks AI adoption, we require a visionary leader who can balance innovation with governance. The VP of IT is responsible for leading strategic direction, development, product delivery and will be responsible for the operation of IT systems across the health plan. The individual will have accountability for the technology platform strategy and own execution of a business aligned technology roadmap. This leader will unify and modernize how PCHP governs, enables, and operationalizes technology and innovation ensuring that automation, efficiency, and ethics are integrated in a highly regulated environment.

Minimum Specifications
Education
  • Requires an BA/BS degree in Information Technology, Computer Science or related field of study.
Experience
  • Minimum of 10-15 years of progressive IT leadership experience with at least 5 years health plan, payer or regulated healthcare environments.
  • Strong understanding of CMS, Medicaid or commercial insurance operations
  • Experience in enterprise technology enablement, governance, or digital transformation leadership; or any combination of education and experience, which would provide an equivalent background.
  • Proven ability to scale enterprise governance while driving automation and operational excellence.
  • Expertise in Responsible IT frameworks, risk mitigation, and ethical technology enablement.
  • Strong record of cross-functional leadership and collaboration with Legal, Compliance, and Risk.
Preferred
  • Healthcare experience, or highly regulated industry experience preferably in Managed Care Organizations.
  • Texas Medicaid and Marketplace experience.
  • Master's degree in information technology, Computer Science or related field of study.

Technology & Engineering Leadership

  • Evolve PCHP's enterprise governance model ensuring clarity of roles, defined accountability, and streamlined workflows through transparent SLAs and automation.
  • Integrate governance, risk, and compliance practices into one cohesive operating model that balances control with agility.
  • Proven track record of leading enterprise-level IT strategy and large-scale digital transformation.
  • Deliver measurable improvements in responsiveness, decision quality, and operational performance.

Technology & Transformation

  • Organizational change management experiences.
  • Experience overseeing and managing the work of software vendors, cloud providers, consultants and managed service providers to ensure quality, security and performance standards are met.
  • Experience and knowledge with Healthcare Payer Systems (e.g. QXNT)
  • Experience developing and building business reports using business intelligence reporting systems (e.g. Power BI).
  • Demonstrated success building scalable technology solutions using Agile methodology.
  • Outstanding collaboration, influencing, problem solving, conflict management and negotiation skills.
  • Oversee implementation and optimization of health plan systems such as:
    • Core Administration platforms (QNXT)
    • EDI transaction engines
  • Sponsor process automation and digital self-service initiatives.
  • Lead strategy for enterprise data architecture, data warehouse, interoperability and governance.
  • Ensure high-quality data supports actuarial work, risk adjustment, clinical analytics, quality reporting (HEDIS) and regulatory reporting.

  • Develop and manage the IT budget, technology investments and cost optimization efforts.
  • Manage delivery timelines, budgets, team structures, and prioritization across complex product portfolios.
  • Establish and measure KPIs, engineering health metrics, and delivery benchmarks to drive continuous improvement.
  • Implement and evolve best-in-class software development practices, DevOps, and infrastructure operations.
  • Oversee the stability, availability and performance of all enterprise systems including claims processing, enrollment provider management, authorization systems, CRM platforms and analytic tools.
  • Manage business continuity and disaster recovery capabilities to meet Health plans needs.
Job Accountabilities
  • Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
  • Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  • Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
  • Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  • Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
  • Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
