Location: Acute Response Clinic: Vickery

PRIMARY PURPOSE

It is the desire of Parkland to leverage the Parkland delivery system to increase employee utilization of Parkland administered services. To do so the employee clinics must be convenient, efficient, and high quality operations. There will be a priority placed on increasing access to and utilization of Parkland services within an aligned network of physicians and other providers in order to achieve a superior employee experience and to better manage overall costs for the health system and employees. Responsible for oversight of Parkland's employee health plan service transformation initiatives for the system which includes facilitating the coordination of employee health care within the Parkland domestic network (including but not limited to the employee clinics), to achieve care that is safe, timely, effective, efficient, equitable and employee focused. Promotes changes in provider culture, redesigns payment methods and incentives as well as leads the clinically integrated network. Collaborates with the Total Rewards department within the Office of Talent Management (OTM) to monitor and identify health service needs and preferences of Parkland employees to maintain a cost effective benefits design structure that improves the employee health experience in a cost effective manner.

MINIMUM SPECIFICATIONS
Education
  • Must have a Bachelor's degree in Business Administration, Finance, Healthcare Administration, Public Health, or a related field.
  • Prefer a Master's degree in Business Administration, Finance, Healthcare Administration, Public Health, or a related field.
Experience
  • Minimum of ten (10) years' experience working in a large healthcare system and multi-specialty physician practice setting with strong provider network development, client service, and/or ambulatory clinic operations experience -OR-
  • Related experience in design and implementation of de novo physician practices, contracting specialty physicians and overall health services business planning.

  • Must have strong knowledge of physician/advanced practice provider (nurse practitioner and physician assistant) recruitment & retention best practices

Responsibilities
  • Ensures that employee clinic operations are employee patient centric and conform to Parkland's policies and procedures and Joint Commission regulatory requirements.
  • Designs, implements and monitors the employee clinic's performance with benchmarked metrics for patient experience, clinical outcomes, and operational efficiencies.
  • Coordinates employee clinic service offerings with other relevant departments within Parkland. Enhances ease of scheduling employee clinic services and support services (lab, imaging, pharmacy, etc.) and management of information/results at Parkland such that employees find significantly enhanced value in accessing Parkland services.
  • Collaborates with the Parkland Benefits Department to develop reports that monitor service utilization and claims experience for in-network/out-of network providers to improve Parkland network service offerings and provider panel availability.
  • Partners with the Vice President, Total Rewards to ensure alignment and transparency with Parkland network changes and/or improvements that could lead to possible recommendations to employee health plan design.
  • Plans and develops primary care/specialty care provider networks to include physicians (both employed and via contracting) and advanced practice providers (APP); designs and implements provider compensation structure that promotes patient-centered care including ease of access/availability, high quality clinical outcomes, and highly favorable patient experiences. Designs and builds tiered, high performance network of providers based on the cost, quality and efficiency of the care they deliver.
  • Ensures a collaborative work team exists to maintain positive working relationships and provides appropriate interface, problem solving, issue resolution and timely processing throughout clinical areas, Nursing, Quality, Medical Staff, OTM, and Finance.
  • Analyzes the current processes/operations and staffing effectiveness that supports physician practice management and employee clinic goals. Works with facilities to ensure that the physical layout of clinic space is conducive to protecting employee privacy and facilitating efficient patient flow.
  • Prepares, coordinates, implements and maintains knowledge of applicable rules, regulations, policies, laws and guidelines. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and self-insured health plans.
  • Provides input to OTM in the annual planning of employee health benefits; makes recommendations of employee health benefits design changes to align with Parkland's goals for patient care and financial stewardship.
  • Monitors annual employee health benefits budget with an emphasis on improving financial performance through better utilization of Parkland resources.

  • Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
  • Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  • Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
  • Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  • Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
  • Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
