PRIMARY PURPOSE

The ACA Product Director is responsible for the end-to-end lifecycle management of Affordable Care Act (ACA)/Marketplace products, including strategy, design, regulatory execution, launch, and performance optimization. This role drives competitive, compliant, and financially sustainable product offerings by leveraging market intelligence, data analytics, and cross-functional collaboration. The Product Director serves as a key leader in aligning product strategy with organizational growth, margin performance, and member experience objectives and works in a matrixed relationship with PCHP and Parkland Health leaders.

MINIMUM SPECIFICATIONS
Education
  • Bachelor's degree.
Experience
  • Minimum of 5 yearsof experience in health plan ACA product management in Texas.
  • Preferred: 7-10 years.
Equivalent Education and/or Experience
  • Experience Substitution: Education can be substituted for experience.
Certification/Registration/Licensure
  • TDI General lines - life, accident, health and HMO license - optional.
  • Lean/Six Sigma - preferred.

Skills or Special Abilities
  • Ability to manage complex programs involving multiple matrixed stakeholders.
  • Ability to support and execute product lifecycle execution, including design and launch.
  • Ability to effectively influence, collaborate, and achieve results within a matrixed organizational environment.
Competencies/Technical & Domain Expertise

Strong knowledge of:

  • ACA/Marketplace regulations and CMS requirements.
  • QHP certification and filing processes.
  • Benefit design and health plan financial drivers.
  • Risk adjustment methodologies (HHS-HCC).
  • Proficiency in data analysis and tools such as Excel, Power BI, SQL, or similar platforms.
Product Management & Execution
  • Experience with product management frameworks (Agile, Lean, or hybrid).
  • Ability to translate strategy into roadmaps, requirements, and executable plans.
  • Strong project and execution management skills with ability to manage multiple concurrent workstreams.
Leadership & Communication
  • Strong cross-functional leadership in a matrixed organization.
  • Excellent executive communication and presentation skills.
  • Ability to influence stakeholders and drive alignment without direct authority.
Responsibilities

  • Administers compliance oversight and product performance monitoring across ACA lines of business.
  • Analyzes complex enrollment, utilization, and claims data to evaluate product effectiveness and financial viability.
  • Communicates product requirements and updates to internal stakeholders including operations, compliance, and marketing.
  • Identifies opportunities to improve member engagement, benefits design, and service delivery within ACA product portfolios.
  • Implements regulatory and policy changes to ensure product alignment with CMS and state guidelines.
  • Recommends pricing strategies and product enhancements based on market intelligence and actuarial input.
  • Develops complex documentation including benefit summaries, compliance reports, and implementation timelines.
  • Coordinates complex training and guidance for internal teams to support ACA product operations and member services.
Job Accountabilities
  • Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
  • Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  • Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
  • Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  • Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
  • Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
