ICF is seeking an accomplished Senior Procurement & Subcontracts Leader to shape and drive our global procurement strategy from Reston, VA. You will guide executive decisions, manage large, dispersed teams, and oversee direct and indirect spend while ensuring CPSR readiness and compliance across programs.

The role emphasizes transformation of source-to-pay systems, supplier risk management, and strategic supplier governance.

Qualifications

  • Bachelor's degree in business, Finance, Supply Chain, Procurement, or related field.
  • 15+ years of progressive procurement, subcontracts, and leadership experience.
  • 5+ years at senior or executive level leading large, geographically dispersed teams.
  • Master's degree (MBA) is preferred.
  • CPSM, CIPS, CPM, or equivalent professional certification preferred.
  • Experience with source-to-pay technology transformation or digital procurement transformation.
  • Knowledge of Deltek Costpoint ERP and Zycus procurement systems.
  • Experience as senior-most procurement or subcontracts executive in a large organization.

Job description

Responsibilities
  • Define and execute a global procurement and subcontracts strategy aligned to ICF's growth objectives, margin targets, and client commitments
  • Advise senior leadership on supplier risk, market conditions, cost structure, and make-versus-buy and teaming decisions
  • Represent procurement and subcontracts to executive leadership, auditors, clients, and government agencies
  • Set acquisition strategy frameworks for capture and program execution
  • Lead transformation to unify procurement under common policy, process, systems, and data
  • Own enterprise category strategy for direct and indirect spend
  • Establish supplier segmentation, performance management, and relationship governance models
  • Own strategic supplier relationships
  • Maintain supply-base market intelligence and act on findings
  • Direct the procurement technology roadmap, including source-to-pay automation, analytics, and spend visibility
  • Develop annual spend planning with corporate business leaders
  • Own the enterprise subcontracts function, including policy, delegation of authority, approval gates, standard terms, and template governance
  • Ensure prime contract requirements and regulatory flow-downs are applied across the subcontract portfolio
  • Establish subcontractor risk frameworks and serve as executive escalation point for critical disputes
  • Own small and diverse business subcontracting strategy and compliance reporting
  • Partner with capture and program leadership on teaming and subcontracting approaches
  • Own delegated authority within established thresholds for supplier and subcontract obligations
  • Own a federally approved purchasing system and its audit and CPSR readiness
  • Ensure compliance with federal, state, local, commercial, international, and client-specific requirements
  • Own the function's operating budget and third-party spend performance
  • Build and lead the global procurement and subcontracts organization
  • Establish performance standards, metrics, and reporting cadence
  • Foster service, disciplined compliance, and continuous improvement culture
  • Deliver improvements in subcontract and purchasing cycle times, savings, supplier performance, third-party risk, CPSR outcomes, audit results, and organizational maturity
Requirements
  • Bachelor’s degree in business, Finance, Supply Chain, Procurement, or related field
  • 15+ years of progressive procurement, subcontracts, and leadership experience
  • 5+ years at the senior or executive level leading large, geographically dispersed teams through subordinate leaders
  • Preferred: Master's degree (MBA or related field)
  • Preferred: CPSM, CIPS, CPM, or equivalent professional certification
  • Preferred: Experience with source-to-pay technology transformation or other digital transformation of a procurement function
  • Preferred: Knowledge of Deltek Costpoint ERP and Zycus procurement systems
  • Preferred: Experience as the senior-most procurement or subcontracts executive, or as a direct report to that executive, in an organization of comparable size and complexity
  • Preferred: Demonstrated accountability for both direct and indirect procurement and subcontracts within a professional services or government contracting environment
  • Preferred: Experience establishing procurement and subcontracting policies and procedures compliant with federal requirements and achieving or sustaining an approved purchasing system through a Contractor Purchasing System Review (CPSR)
  • Preferred: Depth across multiple markets, supporting procurement and subcontracting for federal, state, local, and commercial programs
  • Preferred: Experience managing global supplier relationships and international procurement operations, including technology products and services
  • Preferred: Proven record in strategic sourcing, supplier negotiation, subcontract governance, and procurement transformation at enterprise scale
  • Preferred: Experience leading procurement organizations in complex, matrixed environments, including global supplier relationships and international operations
  • Preferred: Strong financial acumen and demonstrated ability to influence and align executive stakeholders
