Qualifications

  • High school diploma (or equivalent).
  • Must be found eligible and entitled to receive services through VA’s Vocational Rehabilitation and Employment Service under the established National Memorandum … On-The-Job Training Program for National Service Officers.
  • Must be a member in good standing of the DAV.
  • General knowledge of legal and/or medical terminology preferred.
  • General understanding of business/administrative procedures and systems such as managing clientele files and records, cash ledgers, and quality customer service is helpful.
  • A valid motor vehicle driver’s license (other than motorcycle) is preferred.
  • Functional user of standard business computer, Microsoft Office software suite, and various computerized record systems/databases to retrieve automated veterans’ records.

Responsibilities

  • Acquire and maintain knowledge of laws and regulations pertaining to veterans benefits.
  • Learn to conduct detailed interviews of veterans to elicit information for identifying benefits.
  • Review service records and medical data to identify or assess claim validity.
  • Determine if additional evidence is needed and advise on filing decisions.
  • Assess risks/benefits of filing a claim; advise on appeal options when needed.
  • Prepare submissions to initiate and advance claims, including briefs and documents.
  • Monitor progress of claims and communicate with VA adjudicators to advance claims.
  • Represent claimants before hearings and exert necessary testimony and cross-examination.
  • Develop goals and plans to prioritize workload; manage client load effectively.
  • Communicate professionally with internal and external contacts; recruit new DAV members.
  • Perform administrative and outreach activities as directed by the office Supervisor.
