Overview

The Vendor Contract Administrator (VCA) – IT VMO is responsible for managing the contract life cycle, including selecting vendors, negotiating and developing contracts, managing changes and modifications, and enforcing performance clauses and incentives. The VCA is the key contact and subject‑matter expert for all contract‑related activities.

Responsibilities
  • Participate in the selection of vendors and drive contract development and negotiation.
  • Manage contract execution, resolve problems, mitigate delays, assist with audits, mediate disputes, and elevate issues as required.
  • Ensure all contract terms and conditions meet stakeholder requirements and enforce performance incentives and remedies.
  • Commit to IEHP’s Quality Program goals, including HEDIS, CAHPS, and NCQA Accreditation.
Education & Requirements
  • Minimum four (4) years of relevant experience in negotiating and managing contract lifecycles, with an emphasis on technology or IT service agreements.
  • Experience managing large, complex contracts in IT categories such as hardware, software, service, and communication.
  • Experience working with key departments: security, compliance, finance, tax, accounts payable, legal, and procurement.
  • ITIL experience desired.
  • Bachelor’s degree in Business, Economics, Psychology, Computer Science, Mathematics, Statistics, or Finance from an accredited institution.
  • Alternative: in lieu of a bachelor’s degree, a minimum of four (4) years of additional relevant work experience, plus the minimum years listed above.
  • Four (4) additional years in a Purchasing Department or Equivalent Agency focused on contract negotiation, development of standards and procedures, and large‑value agreements with a technology or IT service emphasis.
  • Preferred certifications: Certified Professional Contract Manager™, Certified Public Procurement Officer, NIGP Specialization Certificate: Technology Procurement, NIGP Certified Procurement Professional.
Key Qualifications
  • Must have a valid California driver’s license.
  • Thorough knowledge of procurement and vendor management practices, contractual exposure assessment, and contract negotiation techniques.
  • Strong customer‑focused approach to delivering contract management services to internal customers.
  • Excellent relationship and interpersonal skills to work with vendors across the contract life cycle.
  • Strong communication, project, and process management skills; ability to handle multiple vendors and contracts simultaneously.
  • Proven ability to bridge communications between IT and business, protect enterprise interests, mitigate risks, manage disputes, and drive vendor performance improvements.
  • Analytical problem‑solving approach with agility and results orientation.
  • Proficiency in using technology and tools to manage the contract life cycle.
  • Ability to analyze and evaluate changes to drive continuous improvement in contract management processes.
  • Experience communicating with IT users, legal and procurement staff, and business leaders to align contracts with complex needs.

Pay Range
  • $91,249.60 USD annually – $120,910.40 USD annually
