Job summary

Capital Blue Cross is seeking a Value Delivery Manager to lead Agile product teams, optimize delivery flow, and drive a transition to a product-centric operating model. You will partner with business and technology leaders to translate strategies into measurable outcomes and improve organizational agility.

The role emphasizes coaching, cross-functional collaboration, and delivering business value while advancing Lean, Scrum, and Kanban practices across value streams.

Qualifications

• Bachelor's degree or equivalent experience required.
• Certification in agile or project management preferred (CSM, PSM, PgMP, PMP, PMI-PBA, PMI-ACP, CAPM, ICP).
• Minimum 8 years of Agile delivery or related experience; 5+ years as coach or lead.

Responsibilities

• Lead and coach multiple Agile product teams aligned to key value streams.
• Drive delivery planning, flow optimization, and continuous improvement.
• Partner with Product Owners, leaders, architects, and tech teams.
• Remove impediments, manage dependencies, and improve predictability.
• Facilitate quarterly planning, roadmap alignment, and capacity planning.
• Establish and monitor delivery metrics, team health, and value realization.
• Coach teams on Agile, Lean, Scrum, Kanban, and product operating models.

The Value Delivery Manager will serve as a delivery leader, Agile coach, and transformation partner responsible for improving flow, managing dependencies, enabling predictable delivery, and helping teams translate strategic priorities into measurable results. This role is responsible for leading an Agile team to deliver business value, improve delivery performance, and support Capital Blue Cross’s transition to a product-centric operating model. This role partners with business and technology leaders to drive execution, optimize team effectiveness, manage dependencies, and coach teams in Agile and Lead practices. As a delivery leader and transformation partner, the position helps translate strategic priorities into measurable outcomes while advancing organizational agility and continuous improvement.

Duties and Responsibilities:

• Lead and coach multiple Agile product teams aligned to key business value streams.
• Drive delivery planning, execution, flow optimization, and continuous improvement.
• Partner with Product Owners, business leaders, architects, and technology teams.
• Remove impediments, manage dependencies, and improve delivery predictability.
• Facilitate quarterly planning, roadmap alignment, and capacity planning activities.
• Establish and monitor delivery metrics, team health, and value realization outcomes.
• Coach teams and leaders on Agile, Lean, Scrum, Kanban, and product operating model practices.
• Support Capital's transformation to a value-stream and product-centric delivery model.

Skills:

• Excellent facilitation, coaching, stakeholder management, and communication skills.

Knowledge:

• Strong understanding of Agile, Scrum, Kanban, Lean, and product operating models.
• Strong understanding of Software Development Lifecycle (SDLC).

Experience:

• Minimum 8 years of Agile delivery, program management, product delivery, or related experience.
• Minimum 5 years as an Agile Coach, Scrum Master, Delivery Lead, Program Manager, or similar role.
• Experience leading multiple Agile teams and cross-functional initiatives.

Education, Certification and Licenses:

• Bachelor's degree or equivalent experience.
• Candidates must hold at least one of the following:
• Certified ScrumMaster (CSM)
• Professional Scrum Master (PSM)
• PgMP – Program Management Professional (PgMP)
• PMP – Project Management Professional (PMP)
• PMI-PBA – PMI Professional in Business Analysis (PMI-PBA)
• PMITS – Project Management in IT Security (PMITS)
• PMI-ACP – PMI Agile Certified Professional (PMI-ACP)
• CAPM – Certified Associate in Project Management (CAPM)
• ICP - ICAgile Professional (ICP)

Physical Demands:

• While performing the duties of the job, the employee is frequently required to sit, use hands and fingers, talk, hear, and see. The employee must occasionally lift and/or move up to 5 pounds.

Location:

• This position is classified hybrid, which requires onsite work on Tuesdays and Wednesdays in Harrisburg, PA.

Base pay is influenced by several factors including a candidate’s qualifications, relevant experience, and anticipated contributions to meet the needs of the business, along with internal pay equity and external market driven rates. The salary range displayed has not been adjusted for geographical location.
