Job summary

The West Virginia Department of Health seeks a Value-Based Care Manager within the Smart Care Catalyst Program in Charleston to lead tech-enabled innovation and the transition to value-based payment models. This exempt, at-will role guides strategic direction, engages hospital leaders, insurers, and regulators, and oversees grants, shared services, and provider support to modernize rural health ecosystems.

The ideal candidate has a strong financial background, experience with value-based models

Qualifications

• Bachelor’s degree in a related field (Public Health, Healthcare Administration, or Business).
• At least 5 years of healthcare administration, health policy, value-based care, or program management.
• Familiarity with HIT and EMR/EHR; understanding of rural clinics/hospitals.
• Knowledge of value-based purchasing, quality incentive programs, and grant management.
• Experience with value-based models (AHEAD, ASPIRE) is highly desirable.

Responsibilities

• Provide overall strategic direction for the Smart Care Catalyst initiative.
• Engage hospital leaders, insurers, state agencies, and vendors.
• Use data to measure grants and value-based model impact and drive improvement.
• Design and administer technology/productivity grant programs.
• Establish shared-service collaboratives to improve admin efficiency.
• Identify strategies to reduce administrative burden and stabilize operations.
• Lead co-creation and implementation of standardized value-based payment models.
