Job summary

American States Utility Services, Inc. is seeking a dedicated technician to support water and wastewater systems on military installations.

The role involves maintenance, inspection, and operation of pipelines, meters, hydrants, lift stations, and SCADA-related equipment at Fort Bliss and other sites. Ideal candidates will hold a high school diploma, possess strong communication and math skills, and be prepared to attain essential water/wastewater certifications within a year.

Qualifications

  • Must attain water/wastewater operator certification within 12 months (where employed).
  • Backflow device tester/repair certification may be required.

Responsibilities

  • Perform maintenance on water and wastewater systems under supervision, including water quality and supply.
  • Inspect, install, repair, replace, test, and certify water mains/services, meters, hydrants, backflow devices, and related assets.
  • Inspect and service sewer lines, laterals, manholes, and use video equipment to identify issues.
  • Monitor SCADA alarms, inspect lift stations, and verify pump operations.
  • Respond to service orders, mark infrastructure, and communicate with customers.
  • Develop knowledge of safety practices for water/wastewater operations and chemical handling.
  • Notify customers of outages and monitor system operations.
  • Read technical documents, blueprints, maps and diagrams.
  • Operate heavy machinery as needed (dump truck, Vactor, sewer jet, backhoe).
  • Complete preventive maintenance and assist with pump optimization and system flushing programs.
  • Document work orders and reports; participate in on-call rotations and emergency responses.

Job description

Through its wholly owned subsidiaries, American States Utility Services, Inc. contracts with the federal government to provide water and wastewater services that include operating, maintaining, renewing, replacing, and constructing new systems on military installations throughout the United States. The installations where we presently operate are home to nearly 350,000 military and civilian personnel and families.

We proudly deliver these vital services to military installations in Maryland, North Carolina, South Carolina, Texas (including southeastern New Mexico), Virginia, Florida, Kansas, and Massachusetts.

PRIMARY RESPONSIBILITIES:
  • Under close supervision, performs activities related to water and wastewater system maintenance, including water quality and water supply.
  • Inspects, installs, repairs, replaces, tests and certifies water mains, water services, water meters, fire hydrants, backflow prevention devices, and other related system assets.
  • Inspects, installs, repairs, and replaces sewer lines, laterals, cleanouts, manholes collection mains; operates video equipment on sewer lines to determine system deficiencies and other related wastewater system assets.
  • Inspects sewer lift stations; ensures SCADA alarms are communicating properly; conducts visual inspections of wet wells and pump cycling and float conditions.
  • Responds to Service Orders related to line locations. Marks water and wastewater infrastructure, as well as subsidiary owned electric lines near pump stations and their respective emergency generator assemblies.
  • Performs customer support activity and interacts with the public in a professional manner.
  • Develops a working knowledge and understanding of safety practices for all materials used in water and wastewater system operations including the handling of liquid and gaseous chemicals.
  • Notifies customers of scheduled and emergency outages.
  • Develops knowledge of system operations, control settings, plant/lift station operations, and SCADA monitoring.
  • Reads and interprets technical and operational documents, manuals, blueprints, system maps, construction specs & standards and diagrams.
  • Reads meters manually and/or using automated equipment.
  • Responds quickly and accurately to service requests.
  • May operate heavy machinery including dump truck, Vactor truck, sewer jet and rodding equipment, and backhoe as well as other related equipment in performing skilled and semiskilled duties for water and wastewater system maintenance.
  • Performs basic preventative maintenance of heavy machinery; greasing, fluid level checks, pre-rip inspections, etc.
  • May be required to analyze and evaluate pump equipment operation, and troubleshoot malfunctions.
  • May be required to execute a system flushing program, cross-connection program, spill response program, and/or a preventative maintenance program, as directed.
  • Timely completes work orders, forms, records, and other associated paperwork both manually and digitally.
  • May perform routine sampling of water supply and/or wastewater flows.
  • Participates in an on-call rotation.
  • Responds to emergency call-outs as necessary.
  • Performs other duties as assigned.
MINIMUM POSITION QUALIFICATIONS:
  • High school diploma or equivalent required
  • Good communication skills required including demonstrated fluency with reading, writing and speaking the English language
  • Ability to operate computer laptop, computer tablet, and smartphone.
  • Ability to learn and effectively utilize Apps for smartphones and tablets.
  • Microsoft Word skills preferred
  • Basic math skills
  • Must possess and maintain a valid Driver's License issued by the state where employed.
  • Applicable commercial Driver's License (CDL) issued by the state where employed may be required
  • Must attain within 12 months of employment and keep current the appropriate water and/or wastewater operator certification required by the State where employed
  • Backflow Device Tester and Repair Certification issued by the state where employed may also be required
  • Basic math skills
  • Must take and pass Federal OSHA and or State Mandated Safety training with annual refresher courses as required by the associated regulations for this Position. Such training will be provided by company and compliance is mandatory
PHYSICAL REQUIREMENTS MAY INCLUDE:

COMPENSATION INFORMATION

The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
