Qualifications

  • Valid CDL (Class B) with tanker endorsement or ability to obtain within six months.
  • NASSCO PACP certification or ability to obtain within 12 months.

Responsibilities

  • Operate, inspect, maintain, and troubleshoot the Town's sanitary sewer system assets (mains, manholes, pump stations, meters).
  • Perform CCTV inspections; identify defects and recommend maintenance or rehab.
  • Monitor SCADA, pump stations, and related alarm systems; respond to issues.
  • Analyze flow, pressure, and alarm data to support operations and compliance.
  • Coordinate sewer maintenance contracts; inspect contractor work.
  • Conduct field investigations for I&I studies and asset condition.
  • Maintain records and reports using CRM and other software.
  • Provide technical guidance and lead on assigned projects and CIP input.
  • Participate in on-call rotation and after-hours emergency response.
  • Assist with snow/ice control operations and other Public Works tasks.

Job description

The purpose of this position is to perform advanced skilled technical work in the operation, inspection, maintenance, repair, and condition assessment of the Town's sanitary sewer collection system. Employees in this classification are responsible for ensuring the proper operation of sewer infrastructure, flow monitoring equipment, meter stations, pump stations, SCADA systems, and related utility assets. Work includes conducting and evaluating Closed-Circuit Television (CCTV) inspections of sanitary sewer lines; diagnosing sewer system deficiencies; collecting and analyzing flow, alarm, and operational data; performing tests and documenting results; and identifying maintenance and rehabilitation needs.

This position provides technical support for sewer maintenance and rehabilitation programs, inflow and infiltration (I&I) investigations, contractor coordination, and asset management activities. Responsibilities also include maintaining specialized inspection and monitoring equipment, assisting with the development of annual sanitary sewer capital improvement project needs, reviewing technical specifications and equipment standards, and researching products and technologies to improve system performance and reliability. Employees may serve as a lead worker on assigned projects, maintain detailed operational records and reports, and participate in emergency response activities. The position is subject to after-hours call-out, on-call rotation, and emergency response requirements to support continuous sewer system operations.

Duties and Responsibilities
  1. Ensures the reliable operation, inspection, maintenance, repair, and troubleshooting of the Town's sanitary sewer collection system, including sewer mains, manholes, pump stations, flow meters, and metering stations.
  2. Conducts and evaluates Closed-Circuit Television (CCTV) inspections of sanitary sewer lines; identifies defects, assesses asset condition, prepares reports, and recommends maintenance, rehabilitation, or replacement activities.
  3. Operates, monitors, maintains, and troubleshoots SCADA systems, pump stations, and related utility security alarm systems; responds to alarms and operational issues as necessary.
  4. Collects, analyzes, and maintains flow, pressure, and alarm data to support operational decision-making, regulatory compliance, capacity assessments, and system performance evaluations.
  5. Supports and coordinates sewer system maintenance and rehabilitation contracts; performs field inspections and verifies contractor compliance with project specifications and Town standards.
  6. Performs technical field investigations related to sewer system performance, including inflow and infiltration (I&I) studies, utility locating, condition assessments, and diagnostic testing.
  7. Operates and maintains light and heavy equipment, vehicles, specialized inspection equipment, tools, and related sewer maintenance assets.
  8. Prepares and maintains accurate records, reports, work orders, inspection data, and operational documentation utilizing the Town's Customer Relationship Management (CRM) system and other software platforms.
  9. Assists with the development of annual sanitary sewer Capital Improvement Program (CIP) project recommendations by identifying system deficiencies, evaluating asset conditions, and providing technical input.
  10. Reviews technical specifications, standards, and product information to ensure compliance with current engineering, operational, and regulatory requirements; researches and evaluates new equipment and technologies.
  11. Provides technical guidance and assistance to Sewer Technician I staff and serves as a lead worker on assigned projects and activities.
  12. Ensures compliance with safety policies and procedures; conducts safety inspections, identifies hazards, and participates in required meetings, training, and professional development activities.
  13. Participates in the Town's on-call rotation, responds to after-hours emergencies, carries a Town-issued cell phone, and supports emergency response operations as required.
  14. Assists with snow and ice control operations, traffic control, and other Public Works functions as required.

Position is considered “essential personnel”; defined as staff who are required to report to their designated work location during weather-related or other emergencies, even when town offices are closed or normal operations are suspended.

Requirements
  • High school diploma or GED required
  • Vocational/technical training in sewer systems operation and maintenance or three or more years’ experience and/or training that includes CCTV inspections
  • Previous supervisory experience preferred
  • Experience using computers and Microsoft Office Suite
  • Possession of flagging certification issued by the Virginia Department of Transportation or ability to obtain within six months of employment
  • Must be able to complete competent person training for trench safety and confined space entry within six months of employment
  • Valid commercial driver’s license (Class B) with acceptable record; tanker endorsement or ability to obtain within six months of employment
  • NASSCO PACP certified or ability to obtain certification within 12 months of employment

HOURS: 6:30am - 3:00pm / MONDAY - FRIDAY

Duties involve the ability to exert heavy, physical effort, and involves some lifting, carrying, pushing, climbing, crouching, balancing, stooping, kneeling, crawling up to approximately 100 pounds. Duties may also require coordinated movements to operate different types of equipment and vehicles. Duties may also require adequate visual perception, as well as adequate oral communications abilities.

Duties may risk exposure to adverse, environmental conditions such as dirt, dust, pollen, odors, animal pests, wetness, humidity, rain, fumes, temperature and noise extremes, loud machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease and pathogenic substances.
