Job summary

Utility Construction Technician IV – CIP / Water CM / SSPM

Division: Customer Operations (Field Operations)
Reports to: Utility Construction Supervisor – CIP
Status: Non‑Exempt | Grade: 106 | Job Code: 763

Summary of Job

Performs unskilled and skilled work in the repairs, maintenance, construction, and installation of water and sewer lines, facilities, and equipment while maintaining water and sanitary sewer service to customers. Directs crew personnel and equipment, interprets plans and maps, and ensures compliance with safety regulations. Keeps accurate log sheets, requisitions material, and updates parts inventory. Requires 2+ years of related experience, high school or GED, a valid Class A commercial driver’s license with an air brake/tanker endorsement, and successful completion of a hands‑on equipment test for backhoe, loader, mini‑excavator, and skid steer.

Essential Duties and Responsibilities
  • Oversees and directs the work of assigned employees and equipment.
  • Reviews progress reports from crew members and reports to the supervisor.
  • Communicates job requirements and receives detailed instructions from the supervisor.
  • Reads and interprets plans, maps, and other technical documents.
  • Inspects work in progress for conformance with instructions and safety standards.
  • Ensures the safety of the project, work site, and personnel.
  • Requisitions equipment and materials and maintains accurate records and log sheets.
  • Operates backhoe, dump truck, excavator, bulldozer, heavy front‑end loader, tractor trailer, combination sewer cleaner, skid steer, or mini‑excavator to repair or maintain water and sewer infrastructure.
  • Performs motor‑equipment preventative maintenance and inspects equipment for proper safety.
  • Operates hand tools, pumps, air compressors, saws, jumping jacks, generators, and chainsaws as needed.
  • Performs general laboring tasks, including making repairs, installing water and sanitary sewer lines, and troubleshooting pipe installation.
  • Services equipment by cleaning, fueling, and greasing.
  • Applies part‑tracking software (e.g., Inflow) to update inventory of parts, tools, and equipment.
  • Participates in event support, snow removal, and other emergency tasks, including some nights and weekends.
  • Provides customer service for sewer‑related complaints and schedules or performs home inspections during property transfers, flooding events, or accidental blowback.
  • Coordinates and leads work in the supervisor’s absence.
  • Opens, operates, and maintains CCTV equipment for diagnostics and documentation.
  • Performs mechanical operations with the Combination Sewer Cleaning Truck (e.g., chain cutting, nozzle use, hydro excavation, and repairs).
  • Ensures compliance with confined‑space and trenching safety procedures.
  • Maintains an effective record of work orders and accesses asset‑management software.
Supervisory Responsibilities
  • Oversees employee work and assists the supervisor with interviewing, hiring, and training.
  • Plans, assigns, and directs work, appraises performance, rewards and disciplines employees.
  • Addresses complaints and resolves problems.
  • Opens and closes work orders and provides recommendations for safety and training needs.

  • Establishes and maintains effective and respectful working relationships with co‑workers, other departments, and the general public.
  • Works alone or in a team environment.
  • Uses asset‑management software to access, review, organize, and complete work orders.
  • Maintains a strong work ethic with good attendance, punctuality, and timely completion of assignments.
  • Possesses working knowledge of equipment, materials, methods, and procedures used in sewer or water activities.
  • Skills in operating equipment including backhoe, loader, excavator, and skid steer.
  • Operates sewer wet trucks for standby and emergency calls.
  • Works varied shifts including standby, emergency hours, and occasionally nights and weekends.
  • Successfully completes requirements for UCT Tech III as stated in the Field Operations Supplemental Guidelines.
  • Meets CCTV and Combination Sewer Cleaning Truck requirements as stated in supplemental guidelines.
Education and Experience

High school diploma or GED equivalent plus two (2) or more years of related experience and/or trade training, or an equivalent combination of education and experience.

Certificate, License, Registration Requirements
  • Valid Class A commercial driver’s license with air brake and other appropriate endorsements.
  • Obtains a driver’s license within 60 days of employment; no more than six (6) demerit points on driving record if required to drive Authority vehicles.
Physical Demands
  • Regularly walk, stand, sit, use hands to handle or feel, and reach with hands and arms.
  • Required to stoop, kneel, crouch, bend, climb, balance, or crawl.
  • Must stand for extended periods on the jobsite.
  • Physically able to walk several miles during the day.
  • Regularly lift, carry, and/or move up to 50 pounds and occasionally up to 100 pounds.
Work Environment
  • Exposure to moderate or high noise levels, extreme weather, uneven, steep, slippery terrain, dusty, wet, and humid conditions.
  • Exposure to moving mechanical parts and heavy equipment operation.
  • Roadway hazards (traffic).
  • Proximity to outdoor hazards (poison ivy, bees, spiders, animals).
  • Confined spaces such as sewer manholes, water vaults, wastewater pits, and protected trenches.
