Job description

GENERAL DESCRIPTION

This skilled position requires manual work and is responsible for specific and routine maintenance, repairs and installation of water and wastewater systems in the City. Employee may also act as a lead worker for short periods over one or two assistants but does not exercise formal supervision over other employees. Work is carried out under the general supervision of the Utility Foreman.


ESSENTIAL JOB FUNCTIONS

  • Performs scheduled maintenance sewer collection system.
  • Performs manhole, lateral and gravity system visual inspections as well as inspections using specialized equipment.
  • Diagnoses issues with water and wastewater systems.
  • Repairs and maintains various projects of the Utility.
  • Pull and repair sewage pumps using crane. Clear debris as needed.
  • Troubleshoot any electrical panel issues.
  • Clean out valves; use vactor truck to clear out grease in the well.
  • Responsible for maintenance duties, such as pressure cleaning, light landscaping, equipment inspection, and trash removal.
  • Evaluates daily task and determines best course of action to complete task efficiently and effectively. Determines what tasks take priority based on City needs.
  • Interact positively with the public regarding concerns related to work being done in the field.
  • Install, replace, and maintain ARV's. Use CCTV to inspect sanitary and stormwater systems.
  • Locate and repair leaks on pressurized and gravity sanitary systems.
  • Ensures all Lift Stations are working properly to avoid spills and City fines.
  • Performs installations and repairs of force main and gravity mains, manholes, laterals.
  • Includes, but not limited to, personal protective equipment, hand tools, power tools, pneumatic tools, transit level, specialized equipment, boom truck, portable generator, dump truck, vacuum combination truck, heavy equipment.
  • Performs any other duties or tasks that may be assigned.

KNOWLEDGE, SKILLS & ABILITIES

  • Ability to perform manual labor for extended periods.
  • Ability to follow oral and written instructions.
  • Knowledge of sewer collection systems operations. Knowledge of advanced pipe fitting and plumbing.
  • Ability to read and understand blueprints and use surveying instruments such as levels and lasers.
  • Knowledge of DEP, EPA, and MOT regulations, City policies and procedures, and safety procedures.
  • Ensure contractors complete and meet the expectations of the scope of work.
  • Locate and repair issues with pressurized and gravity sanitary system, including diagnosing and locating issues with gravity and pressurized connections and mainlines by utilization of CCTV equipment, excavation and visualization of sanitary infrastructure as problems arise.
  • Knowledge and familiarity with high voltage and pump operations.
  • Ability to apply basic mathematic principles and calculations.
  • Ability to lead crew during supervisor's absence.
  • Knowledge of ArcGIS, Survey123, and mapping.
  • Ability to work overtime, weekends, nights, holidays, and 24-hour stand-by duty, as required.
  • Knowledge of power tools and heavy equipment, their functions and capabilities. Skilled in operating heavy equipment and hand tools.
  • Knowledge of occupational hazards and safety precautions of the work environment.
  • Ability to establish and maintain effective and amiable relationships with leadership, supervisors, residents, customers, employees, other departments and agencies.
  • Ability to communicate effectively with other crew members to avoid dangerous situations.

MINIMUM QUALIFICATIONS

  • High school diploma or valid equivalent.
  • Two (2) years of experience performing work in utility maintenance or installation.
  • Valid State of Florida Class B Commercial driver's license (CDL) with tanker vehicle endorsement or able to obtain within 120 days of hire. An out of state class B CDL is acceptable, but selected candidates must obtain and provide a valid State of Florida CDL within thirty (30) days of start date.

An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field.


PREFERRED QUALIFICATIONS

  • Class C Water Distribution or Wastewater collection certification.

JOB LOCATION

All City owned buildings, parks, grounds and recreation facilities. Any off-site locations and facilities utilized as part of the City's participation or involvement in an event, activity or job assignment.


ADDITIONAL POSITION REQUIREMENTS

  • Physical Requirements: Frequent standing, walking, sitting, crawling/crouching, bending/twisting, lifting up to 100 lbs., pushing/pulling more than 100 lbs. Work also requires occasional reaching overhead and climbing.
  • Environmental Requirements: Exposure to extreme weather, heights and confined areas. Works occasionally in noxious fumes, in areas of excessive noise and with chemicals. Exposure to strong odors, smoke/dust/pollen, humidity, animals, electrical currents, bright/dim lights, vibrations, machinery, and traffic hazards.
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate sound, color, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
