Job Description
GENERAL DESCRIPTION
This skilled position requires manual work and is responsible for specific and routine maintenance, repairs, and installation of water and wastewater systems in the City. The employee may also act as a lead worker for short periods over one or two assistants but does not exercise formal supervision over other employees. Work is carried out under the general supervision of the Utility Foreman.
ESSENTIAL JOB FUNCTIONS
- Performs scheduled maintenance of sewer collection systems.
- Conducts manhole, lateral, and gravity system visual inspections, as well as inspections using specialized equipment.
- Diagnoses issues with water and wastewater systems.
- Repairs and maintains various utility projects.
- Pulls and repairs sewage pumps using cranes; clears debris as needed.
- Troubleshoots electrical panel issues.
- Cleans out valves; uses vactor trucks to clear grease in wells.
- Performs maintenance duties such as pressure cleaning, light landscaping, equipment inspection, and trash removal.
- Evaluates daily tasks and determines the best course of action to complete them efficiently and effectively, prioritizing based on City needs.
- Interacts positively with the public regarding concerns related to field work.
- Installs, replaces, and maintains ARVs; uses CCTV for inspecting sanitary and stormwater systems.
- Locates and repairs leaks on pressurized and gravity sanitary systems.
- Ensures all lift stations operate properly to prevent spills and fines.
- Performs installations and repairs of force mains, gravity mains, manholes, and laterals.
- Utilizes personal protective equipment, hand tools, power tools, pneumatic tools, transit levels, specialized equipment, boom trucks, portable generators, dump trucks, vacuum trucks, and heavy equipment.
- Performs any other duties or tasks assigned.
KNOWLEDGE, SKILLS & ABILITIES
- Ability to perform manual labor for extended periods.
- Ability to follow oral and written instructions.
- Knowledge of sewer collection systems operations, advanced pipe fitting, and plumbing.
- Ability to read blueprints and use surveying instruments such as levels and lasers.
- Knowledge of DEP, EPA, and MOT regulations, City policies, procedures, and safety protocols.
- Ensure contractors meet scope and expectations of work.
- Locate and repair issues with pressurized and gravity sanitary systems, including diagnosing problems with CCTV, excavation, and visualization.
- Knowledge and familiarity with high voltage and pump operations.
- Ability to apply basic mathematics and calculations.
- Ability to lead a crew during the supervisor's absence.
- Knowledge of ArcGIS, Survey123, and mapping.
- Ability to work overtime, weekends, nights, holidays, and on 24-hour stand-by duty as required.
- Knowledge of power tools and heavy equipment, including operation and capabilities.
- Knowledge of occupational hazards and safety precautions.
- Ability to establish and maintain effective relationships with leadership, coworkers, customers, and other departments.
- Effective communication skills to coordinate with crew members and avoid hazards.
MINIMUM QUALIFICATIONS
- High school diploma or equivalent.
- Two (2) years of experience in utility maintenance or installation.
- Valid Florida Class B CDL with tanker endorsement or ability to obtain within 120 days; out-of-state CDL acceptable with requirement to obtain Florida license within 30 days.
An equivalent combination of education and experience may be considered if relevant.
QUALIFICATIONS
- Class C Water Distribution or Wastewater Collection certification.
JOB LOCATION
All City-owned facilities and off-site locations involved in City activities and events.
ADDITIONAL POSITION REQUIREMENTS
- Physical: Frequent standing, walking, sitting, crawling, bending, twisting, lifting up to 100 lbs., pushing/pulling over 100 lbs., reaching overhead, and climbing.
- Environmental: Exposure to extreme weather, heights, confined spaces, fumes, noise, chemicals, odors, dust, pollen, humidity, animals, electrical currents, lighting variations, vibrations, machinery, and traffic hazards.
- Sensory: Ability to perceive sound, odors, depth, texture, visual cues, and communicate orally.
