Job summary

AlphaGov is seeking a remote‑first utility rate consultant to lead cost-of-service and rate design studies for public utilities. You will build multi-year financial plans, prepare impact analyses, and present recommendations to boards.

This is a project-based 1099 engagement with occasional client travel. Candidates should have 5+ years in utility rate or financial planning studies, strong Excel/modeling skills, and proven experience presenting to governing bodies.

Qualifications

• At least 5 years preparing utility rate, cost-of-service, or financial planning studies for public utilities.
• Strong Excel or rate-model financial modeling skills.
• Experience presenting rate recommendations to governing boards.
• Comfortable as a 1099 project-based consultant.

Responsibilities

• Build multi-year financial plans and revenue requirement models
• Prepare cost-of-service analyses and allocate costs across customer classes
• Design rate structures, including tiered, conservation, and fixed-charge options
• Prepare capacity and connection fee and system development charge analyses
• Test customer bill impacts and affordability options
• Present recommendations to utility boards, councils, and ratepayer groups
• Contribute qualifications and past-performance narrative to AlphaGov proposals when you authorize naming

AlphaGov delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans classification and compensation, organizational and operational studies, research and program evaluation, economic and workforce analysis, surveys and community research, and applied data and infrastructure research.We engage experienced practitioners as project-based collaborators. AlphaGov is building a bench of utility rate consultants for water, wastewater, stormwater, and electric utilities run by cities, counties, and special districts. You would lead cost-of-service and rate design studies that keep utilities financially sound and rates defensible.
