Job summary

Turner & Townsend is seeking an Utility Project Manager / Due Diligence on the West Coast to lead technical and legal vetting of assets for lease and tenant build-out. You will analyze sites, oversee environmental and entitlement reviews, and coordinate with real estate and transaction teams.

The role requires West Coast residency, 3–5 years in utility projects, and proficiency with Procore and MS Office tools. On-site work with potential travel and competitive compensation is offered.

Qualifications

• Bachelor’s degree in construction management, engineering, architecture, or a related field.
• Must be located on the West Coast and able to work West Coast Hours.
• Prior experience working with West Coast Utility Companies.
• 3–5 years of experience with nationwide utility new service applications from submission through completion.
• Energy modeling experience is a plus.
• Experience with utility GIS databases.
• Exposure to EV infrastructure or service center construction is beneficial.
• Strong organizational and communication skills.
• Proficiency in Excel, Word, PowerPoint, Outlook, and project management tools (e.g., Procore).
• Experience with dashboard tools such as Power BI or Smartsheet is a plus.

Responsibilities

• Site Analysis: rigorous physical due diligence including structural, MEP, and site utility assessments.
• Feasibility Reporting: concise Go/No-Go reports for stakeholders, highlighting cost drivers.
• Build-out Compatibility: assess as-is site conditions against client tech requirements.
• Jurisdictional Review: navigate zoning, land-use, and building codes for viability.
• Permit Strategy: identify discretionary approvals and critical path timelines.
• Environmental & Legal Compliance: review ALTA surveys, Title Commitments and Phase ESA.
• Linguistic precision in Lease Work Letter; define Landlord’s Work and Tenant’s Work.
• Review TI allowances against site conditions to prevent cost overruns.
• Manage consultants (Environmental, Geotechnical, Civil, Structural).
• Audit consultant deliverables for depth and accuracy.
• SOX control responsibilities where applicable.

The Utility Project Manager /Due Diligence serves as a critical lead within the PreConstruction Team on the West Coast, responsible for overseeing the team that is responsible for the comprehensive technical and legal vetting of all potential real estate assets. This role is tasked with the systematic identification of site constraints, regulatory hurdles, and infrastructure requirements for assets targeted for lease and subsequent tenant build-out.

The successful candidate will have experience working with West Coast Utility companies and ensure that the transition from site selection to construction commencement is seamless, financially transparent, and fully de-risked.

Core Responsibilities

Technical Asset Evaluation & Feasibility

• Site Analysis:Execute rigorous physical due diligence, including the evaluation of structural integrity, MEP system capacities, and site-specific utility infrastructure.
• Feasibility Reporting:Synthesize complex technical data into concise "Go/No-Go" feasibility reports for a range of stakeholders, highlighting potential cost-drivers or schedule-impactors.
• Build-out Compatibility:Assess the alignment between "as-is" site conditions and the technical requirements of the client’s prototype or specific use-case.

Regulatory & Entitlement Oversight

• Jurisdictional Review:Navigate complex municipal zoning ordinances, land-use restrictions, and local building codes to confirm the viability of intended operations.
• Permit Strategy:Identify required discretionary approvals (e.g., variances, conditional use permits) and establish critical path timelines for procurement.
• Environmental & Legal Compliance:Oversee the procurement and critical review of ALTA surveys, Title Commitments, and Phase I/II Environmental Site Assessments (ESA).

Lease Integration & Work Letter Negotiation

• Linguistic Precision:Collaborate with Real Estate and Transaction Management to define theLandlord’s WorkandTenant’s Workwithin the Lease Work Letter, ensuring technical specifications are enforceable and accurate.
• Financial Safeguards:Review Tenant Improvement (TI) allowance requests against verified site conditions to prevent capital expenditure overages.
• Consultant Procurement:Manage a national or regional network of third-party consultants (Environmental, Geotechnical, Civil, and Structural).
• Quality Assurance:Audit consultant deliverables to ensure all reports meet the company's internal standards for depth and accuracy.
• SOX controlresponsibilities may be part of this role, which are to be adhered to where applicable.

The salary range for this role is $160,000 - $170,000. This range reflects the company's good faith estimate of the base salary for this position at the time of the posting. Final compensation will be determined based on factors including experience, skills, qualifications, and internal equity. In addition to base salary, employees may be eligible for bonuses and a comprehensive benefits package.
