Job summary

The Town of Herndon is seeking an entry-level Utility Maintenance Worker I to support the operation and maintenance of the town’s stormwater system on site. You will participate in inspection, cleaning, repair, and construction across pipes, basins, inlets, and channels, performing physical labor in varying weather conditions.

Essential personnel, you may respond to emergencies, manage work-zone traffic, operate light equipment, and assist with erosion controls and MS4 activities while pursuing

Qualifications

• High school diploma or GED preferred.
• One year of experience and/or training in storm water system maintenance preferred.
• Must have a valid driver’s license with acceptable record.

Responsibilities

• Maintains, repairs, and cleans stormwater collection system components including pipes, basins, inlets, manholes, culverts, channels, and outfalls.
• Removes sediment, debris, vegetation, and obstructions to maintain drainage and performance.
• Assists with installation, repair, and replacement of stormwater infrastructure and erosion control measures.
• Operates hand tools, power tools, light-duty equipment, and vehicles for stormwater activities.
• Performs manual labor including excavation, grading, backfilling, and facility cleaning.
• Conducts routine inspections and reports deficiencies and safety concerns.
• Assists with traffic control and work zone safety, and maintains traffic operations.
• Responds to citizen concerns, flooding events, severe weather, and emergencies.
• Supports MS4 permit compliance and illicit discharge investigations.
• Participates in snow removal, storm response, special events, and other departmental operations.

UTILITY MAINTENANCE WORKER I (STORMWATER)

The Utility Maintenance Worker I performs entry-level maintenance, repair, and construction activities associated with the operation and maintenance (O&M) of the Town's Municipal Separate Storm Sewer System (MS4) and stormwater collection infrastructure. This position assists with the inspection, cleaning, maintenance, and repair of stormwater facilities, including storm sewer pipes, catch basins, inlets, manholes, stormwater management facilities, channels, culverts, and associated appurtenances. Work is performed both independently and as part of a crew and may involve emergency response, traffic control, equipment operation, and manual labor in varying weather conditions.

Duties and Responsibilities

1. Performs maintenance, repair, and cleaning of the Town's stormwater collection system, including pipes, catch basins, inlets, manholes, culverts, channels, and outfalls.
2. Removes sediment, debris, vegetation, and other obstructions to maintain proper drainage and system performance.
3. Assists with installation, repair, and replacement of stormwater infrastructure and erosion control measures.
4. Operates and maintains hand tools, power tools, light-duty equipment, and vehicles used in stormwater maintenance activities.
5. Performs manual labor including excavation, grading, backfilling, restoration, and facility cleaning.
6. Conducts routine inspections and reports deficiencies, maintenance needs, and safety concerns.
7. Assists with traffic control, work zone safety, and maintenance of traffic operations.
8. Responds to citizen concerns, flooding events, severe weather, and other public works emergencies.
9. Supports MS4 permit compliance activities, including stormwater facility maintenance and illicit discharge investigations.
10. Participates in snow removal, storm response, special events, and other departmental operations as assigned.

Position is considered “essential personnel”; defined as staff who are required to report to their designated work location during weather-related or other emergencies, even when town offices are closed or normal operations are suspended.

Requirements

• High school diploma or GED preferred
• One years’ experience and/or training in storm water system maintenance preferred
• Valid driver’s license with acceptable record
• Must be able to complete competent person training for trench safety and confined space entry within six months of employment
• Must be able to obtain both VDOT flagger certification and forklift operator license within six months of employment with the town.

Duties involve the ability to exert heavy, physical effort, and involves some lifting, carrying, pushing, climbing, crouching, balancing, stooping, kneeling, crawling up to approximately 100 pounds. Duties may also require coordinated movements to operate different types of equipment and vehicles. Duties may also require adequate visual perception, as well as adequate oral communications abilities.

Duties may risk exposure to adverse, environmental conditions such as dirt, dust, pollen, odors, animal pests, wetness, humidity, rain, fumes, temperature and noise extremes, loud machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease and pathogenic substances.
