Qualifications

• Bachelor's degree in Civil Engineering or related discipline.
• PE license or ability to obtain licensure soon.
• Experience with utility infrastructure, land development, public works, or civil construction.
• Strong understanding of design, permitting, and construction coordination.
• Prior leadership or supervisory experience is highly preferred.
• Excellent communication, organizational, and cross-functional collaboration skills.

Key Responsibilities

• Lead and manage daily operations, project workload, and scheduling for the development review team.


• Review and process utility connection applications, construction-related permits, agreements, easements, and related documentation.


• Support engineering design reviews for water and wastewater infrastructure projects to ensure compliance with applicable standards and regulations.


• Coordinate with internal departments, developers, consultants, contractors, and regulatory agencies throughout project execution.


• Assist in resolving field construction and development-related issues.


• Supervise, mentor, and evaluate team members, including hiring and performance management activities.


• Develop and improve departmental procedures, workflows, and customer service practices.

Preferred Qualifications

• Bachelor's degree in Civil Engineering or related discipline.


• Professional Engineering (PE) license or ability to obtain licensure within a short timeframe.

• Strong understanding of engineering design principles, permitting processes, and construction coordination.


• Prior leadership or supervisory experience is highly preferred.
