Job description

Primary Reason Why Classification Exists

To perform unskilled to semi-skilled manual labor work in the installation and maintenance of water and sewer lines, street repairs, and other municipal structures, facilities, and grounds.

Distinguishing Features of the Class

An employee in this class performs routine manual work installing and maintaining water and sewer lines, manholes, sewer outfall lines, street repairs; work may also include general labor and maintenance at other municipal structures, facilities, and grounds. Work includes digging, patching pipes and pavement, driving a City truck, loading and unloading crew supplies, directing traffic, and other labor intensive duties. This classification is non-supervisory and work is performed under the direction of a senior utilities worker or Crew Leader. Work is evaluated on the basis of attainment of individual performance objectives, visual inspection, review of maintenance reports, compliance with safety rules, and periodic discussions with employee.

  • Checks operation of water and wastewater valves by manually turning valves on and off with valve key or wrench; reports needed valve replacements to immediate supervisor
  • Participates in the replacement or repair of broken water and sewer mains, manholes, and outfall lines; digs pavement, cuts or clamps pipes, makes patches with clamps or new piping, and backfills pavement or grounds, using shovels, dump trucks, jackhammers, and tamps
  • Drives dump truck to and from worksites hauling debris or mud used for backfill; delivers maintenance supplies and restocks shelves and bins
  • Meets with the public, homeowners, and business owners; explains of basis of actions to be taken and the end result when completed or refers to supervisor
  • Performs general landscaping work including operating riding and push mowers, weed eaters, trimming and pruning trees and shrubs, and cutting down trees
  • Paints equipment and buildings
  • Shovels snow from sidewalks or pavements; spreads ice melting materials to prevent slippage
  • Performs other general maintenance duties as assigned
Knowledge, Skills, And Abilities
  • Knowledge of general maintenance work performed by a municipality
  • Knowledge of the operation of mowers, tractors, dump trucks, leaf blowers, forklifts, weed eaters, tamps, jackhammers, shovels, rakes, and other maintenance equipment
  • Knowledge of occupational safety and health requirements and practices when working in or near water and sewer lines, manholes, or sewage outfall lines
  • Knowledge of the operation and maintenance requirements of water meters and hydrants
  • Knowledge of the water and sewage lines and municipal geography
  • Ability to understand and follow instructions and work with others as a team member
  • Ability to work for extended periods of time in varied weather conditions
  • Ability to be recalled to work as dictated by the needs of the City for varied labor tasks
Education and Experience

Graduation from high school or GED equivalency and 1 - 2 years experience in the installation and maintenance of water & sewer lines, street maintenance, and grounds facilities.

Special Requirement
  • Valid North Carolina driver license (CDL-B and tanker endorsement)
  • Level “C” Water Distribution and Level “I” Sewage Collection from NCDEQ
  • Certified in CPR & AED
Physical Requirements

Work in this class is defined as heavy work requiring physical exertion of in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of frequently, and/or up to 20 pounds of force constantly to move objects and physical activities such as climbing, balancing, stooping, kneeling, crouching, reaching, walking, standing, pushing, pulling, lifting, grasping, feeling talking, and hearing. Employee must have the visual acuity to visually inspect small defects or parts, operation or inspection of machines and earth moving equipment, use measurement devices, and to determine the neatness and accuracy of work assigned. Employee must have the stamina to work for extended periods some of which in emergency situations.

Working Conditions

Work is performed primarily in outside environmental conditions including extreme heat and cold with snow and ice. Employee is subject to noise which may cause the employee to shout in order to be heard above the ambient noise level; vibration, such as exposure to oscillating movements of the extremities or whole body and is also subject to workplace hazards including proximity to moving mechanical parts or exposure to chemicals, oils, fuels, and potential for blood borne pathogens in raw untreated sewage; atmospheric conditions due to exposure to fumes, odors, and dusts and may work in close quarters, crawl spaces, shafts, man holes, small areas of sewage and water lines, and other areas which could cause claustrophobia.

Paid Holidays

The City of Havelock provides up to nine (9) paid holidays per year for its regular employees. 11 total paid days.

Health and Dental Insurance

The city provides comprehensive major medical, dental, and vision insurance coverage for all full-time employees. Employees may elect coverage for dependents at an additional cost through payroll deduction. Coverage begins after ninety (90) days of employment. The health insurance also includes a prescription plan.

Workers\' Compensation Insurance

All City of Havelock employees are covered by the city for on-the-job injuries at no cost to the employee.

Life Insurance/Short Term Disability

Group Life insurance is provided to all eligible employees at no cost to the employee. The amount of coverage is $40,000 Life and $40,000 AD&D. The City of Havelock also covers full-time employees with a short-term disability plan.

Additional Insurance

The City of Havelock makes several payroll deduction programs available to its employees who wish to participate in additional types of insurance programs; such as supplemental life, cancer, Hospital Indemnity Plan (HIP), accident, intensive care coverage and long-term disability.

Local Government Retirement Plan

Employees become members of the State Retirement System on the first day of employment. Membership is mandatory and requires a six percent (6%) contribution by the employee. The City of Havelock also makes a substantial contribution to each employee’s account. An employee becomes vested after five (5) years of creditable service in the retirement system.

401(k) Supplemental Retirement Plan

401(k) is a supplemental retirement program administered by Empower Retirement. Participation in the 401(k) program is an easy and voluntary way to accumulate money for retirement via payroll deduction. The City of Havelock makes contributions equal to 5% of salary to each employee’s retirement account. There is no match required.

457(b) Deferred Compensation Plan

Employees may contribute a certain amount of their pay into the 457(b) Deferred Compensation Plan. All contributions are pre-taxed.

Civil Leave

Regular employees who are called to jury duty or subpoenaed as a witness in a criminal or civil proceeding are granted up to two weeks of leave with pay.

Sick Leave

Employees earn approximately eight (8) sick leave hours per month, with no maximum accumulation. Upon retirement, each twenty (20) days of sick leave benefits may be applied toward retirement.

Annual Leave

Employees earn approximately eight (8) annual leave hours per month. Annual Leave is pro-rated according to years of service. The maximum accumulation of Annual Leave is 240 hours. Any accumulated annual leave balance over 240 hours, 318 hours for fire shift personnel, and 252 hours for police shift personnel. Hours above the amounts as of the end of the pay period which includes December 31st, will be converted to sick leave.

Military Leave

Regular employees who are members of any branch of the United States Armed Forces Reserves are granted up to ten (10) paid working days per calendar year for military training. During this period employees continue to earn and accrue benefits. Employees are entitled to all job rights specified by the USERRA.

Funeral Leave

Two days of funeral leave is granted to regular, full-time employees per occurrence for the death of the affected employee’s immediate family.

Flexible Spending Account

A Flexible Spending Account (FSA) is a great way for employees to save money to use toward medical and/or dependent care expenses. Every dollar contributed to a FSA is on a pre-tax basis.
