Job summary

City of Pompano Beach is seeking an experienced Utilities Infrastructure Specialist to support the planning, review, coordination, and implementation of water, reuse, wastewater, and stormwater projects.

You will perform technical reviews, coordinate permitting, conduct field assessments, and assist in project delivery under the Utilities Infrastructure Systems Manager. This role includes emergency duties and cross-department collaboration.

Qualifications

  • Bachelor's degree in Environmental, Civil, Electrical, Mechanical Engineering or closely related field from an accredited four-year college or university.
  • Master’s degree in Engineering or a closely related field preferred.
  • At least three (3) years of experience in utilities engineering plan review, design, permitting, inspections, and construction activities involving potable water, reclaimed water, stormwater, and sanitary sewer systems.
  • Proficiency in AutoCAD, GIS, Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Visio, relational databases, and asset management software.
  • FE exam passed; Florida EI certification or within 12 months; Lean Six Sigma Green Belt or within 1 year; valid Florida Driver's License; PE license preferred; FEMA NIMS certification possible.

Responsibilities

  • Coordinate utility development reviews through PAM, DRC meetings, pre-construction meetings, and related review processes.
  • Review and evaluate engineering plans, specifications, calculations, permits, and technical documents for water, reuse, wastewater, and stormwater systems.
  • Conduct field inspections and site evaluations to support technical reviews and project coordination.
  • Assist in review and coordination of as-built drawings, easements, right-of-way documents, and related public records.
  • Serve as liaison between developers, consultants, engineers, regulators, and internal departments to facilitate timely coordination.
  • Compile, communicate, and track comments, approvals, revisions, and project documentation within applicable software systems.
  • Support planning, permitting, bidding, scheduling, budgeting, and closeout of projects.

Job Summary

This is advanced professional and technical work responsible for supporting the planning, review, coordination, and implementation of utility infrastructure systems and operational functions related to water, reuse, wastewater, and stormwater services. The role includes performing technical reviews of development and capital improvement projects, coordinating permitting and regulatory compliance activities, conducting field assessments, supporting infrastructure planning and project delivery, and providing technical and administrative support under the direction of the Utilities Infrastructure Systems Manager or designee.

Responsibilities and Reporting During an Emergency: Employees in this role must report and perform duties as instructed throughout an emergency. The emergency situation may require working extended hours or consecutive days with little warning, depending on its nature.

Duties and Responsibilities
  • Coordinate and perform utility development reviews through Pre-Application Meetings (PAM), Development Review Committee (DRC) meetings, pre-construction meetings, and related review processes.
  • Review and evaluate engineering plans, specifications, calculations, permits, and technical documents for proposed or modified water, reuse, wastewater, and stormwater infrastructure to ensure compliance with City standards and applicable regulations.
  • Conduct field inspections and site evaluations to support technical reviews, infrastructure assessments, and project coordination activities.
  • Perform utility capacity evaluations, meter sizing requests, point-of-connection determinations, routing feasibility assessments, and developer service level requirements.
  • Assist in the review and coordination of as-built drawings, easements, right-of-way documents, legal descriptions, and related public records associated with utility infrastructure projects, including coordination with City Engineering Inspectors and GIS personnel regarding as-built information.
  • Serve as a liaison between developers, consultants, engineers, contractors, regulatory agencies, and internal departments to facilitate timely coordination and project delivery.
  • Compile, communicate, and track comments, approvals, revisions, and project documentation within applicable software and tracking systems.
  • Support the planning, prioritization, permitting, bidding, scheduling, budgeting, and closeout of operational and capital improvement projects.
  • Assist with technical document preparation, drawing redlines, process improvements, and data-driven decision-making initiatives supporting utility operations and infrastructure management.
  • Utilize various software applications, databases, and hardware systems to support engineering reviews, project coordination, asset management, and operational functions.
  • Represents the Department in meetings, prepares and presents reports, supports grant applications, responds to stakeholder inquiries, and participates in emergency response activities.
  • Performs related duties as assigned.
Qualifications

Education

  • Bachelor's degree in Environmental, Civil, Electrical, Mechanical Engineering, or a closely related engineering field from an accredited four-year college or university.
  • Master’s degree in Engineering or a closely related field preferred.

Experience

  • At least three (3) years of experience in utilities engineering plan review, design, permitting, inspections, and general construction activities involving potable water, reclaimed water, stormwater, and sanitary sewer systems.
  • Proficiency in AutoCAD, GIS, Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Visio, relational databases, and asset management software.
  • Strong familiarity with materials, methods, tools, regulations, and documentation related to water-reuse, wastewater, and stormwater systems preferred.
  • A comparable combination of training and experience may be considered in lieu of minimum qualifications

Licenses/Certifications

  • Passed the Fundamentals of Engineering (FE) exam.
  • Florida Engineer Intern (EI) certification, or must obtain within twelve (12) months of hire.
  • Lean Six Sigma Green Belt certification, or must obtain within one (1) year of hire.
  • Valid Florida Driver's License.
  • Florida Professional Engineer (P.E.) license preferred.
  • Ability to acquire FEMA NIMS certification through G-400 level.

Physical Requirements

  • Ability to work in both office and field environments.
  • Ability to perform field inspections, including walking, climbing, bending, and occasional lifting of up to 20 pounds.
  • Ability to work outdoors in varying weather conditions and at active construction sites.

Work Days/Hours:Monday – Thursday, 7:00 a.m. – 6:00 p.m.
