Job summary

City of Apple Valley is seeking an Accountant for Utilities Billing to manage water, sewer, storm drainage, and streetlight billing. You will oversee meter reads, generate and mail bills, and ensure accurate posting of payments while handling inquiries from residents.

The role requires a bachelor’s degree in accounting/finance and 1–3 years of experience, with strong Microsoft Office skills and public-facing communication. This is a full-time on-site position in Apple Valley, MN.

Qualifications

• Bachelor’s degree in accounting, finance, or related field; emphasis on additional education and/or work experience in computer application; or equivalent training and experience.
• Strong problem analysis and decision making skills; ability to develop alternatives and make prompt decisions under time constraints.

Responsibilities

• Monitor meter readings and generate bills using metering software; review reads and manage exceptions.
• Produce accurate water bills for residential and commercial accounts; upload data to payment and metering vendors.
• Apply adjustments to accounts and compute sewer winter averages.
• Set up annual billing rates and monitor for accuracy.
• Produce reports and ensure billing accuracy and compliance with governmental standards.
• Oversee collection and posting of payments received by mail and electronically.
• Initiate weekly delinquent notices and coordinate tax-related certifications.
• Maintain billing account system; establish new accounts and update ownership changes.
• Handle customer inquiries about service, payments, and online billing.
• Monitor metering software for high or abnormal water usage.
• Coordinate with maintenance on meter reading and repairs.
• Lead software conversion projects and data cleanup.
• Coordinate work of the utility accounting technician.
