Job summary

Franklin County, NC seeks a Utility Billing Supervisor to guide the Water Department’s financial operations and lead a customer-first team ensuring accurate billing and reliable service for residents.

You will supervise staff, manage billing, generate reports, handle adjustments, and coordinate with field personnel while upholding county policies and safeguarding financial integrity. This role requires strong data and people skills.

Qualifications

• Desirable: Associate’s Degree in Business Administration, Accounting or similar.
• Experience in customer service for local government or utility is preferred.
• Ability to supervise billing and customer service activities.

Responsibilities

• Supervises customer service activities for billing, collections, and account updates.
• Communicates with customers to resolve billing issues and explain policies.
• Oversees processing of payments and cash drawer accuracy.
• Identifies adjustments and processes them in the billing system.
• Maintains PCI compliance status and manages data reporting.
• Coordinates meter reading, read sheets, and billing timelines.
• Directs printing and mailing of bills and supplier invoices.
• Provides monthly/quarterly/annual data to accounting as requested.
