Job summary

ASR International in Portsmouth, VA seeks a senior Logistics / Asset Management Specialist to support USCG Mission Essential Personnel Equipment Product Line. You will lead configuration, supply, maintenance, and lifecycle logistics for equipment sets and coordinate with Coast Guard units.

This role requires at least 5 years of logistics/asset-management experience, ability to develop maintenance procedures, fielding plans, and executive-ready reports, and readiness to travel onsite.

Qualifications

• Minimum 5 years of related logistics/asset-management experience, or a bachelor degree.
• Experience with configuration management, supply management, maintenance management, and total lifecycle logistics.
• Ability to develop maintenance procedures, logistics strategies, fielding plans, configuration plans, resource requirements, and executive-ready reports.
• Demonstrated ability to coordinate with government customers and multiple organizations.
• Ability to work onsite in Portsmouth, Virginia, travel as required, and support occasional nonstandard hours.

Job description

ASR International is seeking a senior Logistics / Asset Management Specialist to support the U.S. Coast Guard Mission Essential Personnel Equipment Product Line at USCG Base Portsmouth.

This role leads configuration, supply, maintenance, and lifecycle logistics activities for supported equipment sets.

Responsibilities:

• Develop depot- and organizational-level maintenance procedure cards in accordance with Coast Guard standards.
• Monitor and track depot and organizational maintenance actions across MEPE-supported equipment sets.
• Develop logistics support strategies and fielding plans for new equipment.
• Coordinate logistics support with interagency and intra-agency organizations and Coast Guard units.
• Develop configuration-management plans and identify resource requirements for total lifecycle support.
• Conduct onsite assessments to evaluate supply and maintenance support for fielded equipment.
• Serve as the contractor’s single point of contact for the Contracting Officer and COR when assigned as Project Manager.
• Maintain required staffing continuity and coordinate qualified coverage when needed.
• Prepare the draft and final project plan, monthly progress reports, and other contract deliverables. Note: the SOW deliverables table says quarterly progress reports, creating a conflict that must be resolved.
• Track labor hours, direct costs, technical progress, schedule, travel, concerns, and recommendations for reporting.
• Remain available to the COR by telephone from 7:00 a.m.-3:30 p.m. Eastern, Monday-Friday, and respond to technical discussions or resolution requests within 24 hours.
• Protect CUI and sensitive information and ensure required DHS/USCG training and site rules are followed.

Qualifications:

• Minimum 5 years of related logistics/asset-management experience, or a bachelor degree.
• Experience with configuration management, supply management, maintenance management, and total lifecycle logistics.
• Ability to develop maintenance procedures, logistics strategies, fielding plans, configuration plans, resource requirements, and executive-ready reports.
• Demonstrated ability to coordinate with government customers and multiple organizations.
• Ability to work onsite in Portsmouth, Virginia, travel as required, and support occasional nonstandard hours.
• Ability to read, write, speak, and understand English.
• Ability to pass Tier 1/NACI and obtain/maintain CAC eligibility before contract performance.

Preferred Qualifications:

• Prior project-management responsibility on a federal services contract.
• USCG, DHS, DoD, or military lifecycle-logistics experience.
• CMPRO or comparable PLM/configuration-management system experience.
• Experience with PPE, CBRN, ballistic protection, organizational clothing, or law-enforcement equipment.
• PMP or another project-management credential. This is preferred only; the SOW does not require certification.
• Government contracting experience.
