Qualifications

• Bachelor's degree or 10 years of experience on large-scale government projects.
• Experience managing Government contracts or programs.

• Knowledge of Government policies, procedures, and contract requirements.
• Strong organizational, analytical, communication, and problem-solving skills.
• Ability to work independently and manage multiple priorities.
• Experience with Army/DoD/H2F healthcare or readiness programs preferred.
• Must meet security, background, installation-access and driver license requirements.

Responsibilities

• Oversee day-to-day HPT operations and ensure compliance with PWS and task order.
• Lead multidisciplinary, geographically dispersed HPT personnel.
• Manage staffing, schedules, workforce qualifications, and continuity of ops.
• Serve as primary contractor point of contact for daily ops.
• Coordinate with Contracting Officer, CORs, ARNG leadership, and government stakeholders.
• Manage Quality Control Plan and monitor performance against requirements.
• Identify and resolve operational issues, risks, and deficiencies.
• Oversee reports, deliverables, meetings, IPRs, and After Action Reviews.
• Support entrance and exit transition activities.
• Review travel and reimbursable expenses for accuracy.
• Ensure personnel comply with security and information protection policies.
• Support continuous improvement of HPT operations and ARNG H2F objectives.

Job description

The Program Manager (PM) is responsible for the day-to-day management and successful performance of the ARNG Holistic Health and Fitness (H2F) Performance Team (HPT) Task Order. The PM oversees HPT operations, staffing, quality control, contract compliance, reporting, Government coordination, and performance improvement across geographically dispersed ARNG locations.

Responsibilities

• Manage daily HPT operations and ensure compliance with the PWS and Task Order requirements.
• Lead and coordinate multidisciplinary HPT personnel supporting physical, nutritional, cognitive, and injury-prevention services.
• Manage staffing, schedules, workforce qualifications, and continuity of operations.
• Serve as the primary contractor management point of contact for daily operational matters.
• Coordinate with the Contracting Officer, CORs, ARNG leadership, and other Government stakeholders.
• Manage the Quality Control Plan and monitor performance against established requirements and metrics.
• Identify and resolve operational issues, risks, and performance deficiencies.
• Oversee required reports, deliverables, meetings, IPRs, and After Action Reviews.
• Support entrance and exit transition activities.
• Review travel and other reimbursable expenses for accuracy and compliance.
• Ensure personnel comply with applicable security, privacy, information protection, and installation-access requirements.
• Support continuous improvement of HPT operations and achievement of ARNG H2F objectives.

Qualifications

• Bachelor's degree in Business Management, Business Administration, Project Management, or related field; or 10 years of experience managing large-scale Government projects of similar size and scope.
• Experience managing Government contracts or programs.
• Experience leading multidisciplinary or geographically dispersed teams.
• Knowledge of Government policies, procedures, and contract requirements.
• Strong organizational, analytical, communication, and problem-solving skills.
• Ability to work independently and manage multiple priorities.
• Experience supporting Army, DoD, H2F, human performance, healthcare, fitness, or readiness programs is preferred.
• Must meet applicable security, background investigation, installation-access, and driver's license requirements.

The PM must be available 0730–1630 Eastern Time, Monday–Friday, excluding Federal holidays and Government closures, with flexibility to support ARNG training requirements, including evenings and weekends when necessary.
