The Office of Research Development (ORD) supports IndianaUniversity's (IU) research enterprise through grant development,strategic funding initiatives, and administration of majorsponsored projects. ORD is administering the Uplands RegionalCreative Economy Commons (URCC), a READI 2.0 Arts and CultureInitiative award funded through the Indiana Economic DevelopmentCorporation with support from Lilly Endowment Inc. The Commonsconnects 3 sites along Bloomington's B-Line Trail with a regionaldigital platform, building creative workforce, production, andprogramming infrastructure across the 11-county Indiana Uplandsregion in partnership with 8 regional organizations.
Job Summary
Department-Specific Responsibilities
- Serves as day-to-day administrative lead for a multi-million-dollar grant across a 30-month project period,maintaining the master record of budget-to-actual performance,deliverable status, and milestone completion.
- Acts as program ambassador and primary point of contact for 8partner organizations spanning higher education, nonprofit arts,municipal government, and private sector; convenes and facilitatesthe recurring partner meeting series, tracking decisions and actionitems to completion.
- Manages the reimbursement cycle required by the award: collectsand verifies partner expense documentation, confirms costallowability, prepares reimbursement requests to the sponsor, andtracks receipt and distribution of funds.
- Builds and maintains the match documentation system coveringin-kind and cash match commitments across all partners, includingasset inventories, staff time valuations, capital investmentrecords, and volunteer hour logs.
- Performs sub-recipient monitoring on partner agreements,verifying deliverable completion against agreement terms anddocumenting monitoring activity.
- Coordinatesthe capital build-out and equipment procurement across3 project sites, tracking contractor schedules, permitting status,and draw schedules; works with IU Purchasing on competitiveprocurement and IU Risk Management on insurance and liabilityreview.
- Supervises the Regional Coordinator, including work planning,priority setting, performance evaluation, and professionaldevelopment; provides functional direction to project staffemployed by partner organizations.
- Prepares quarterly reports for the project's governing boardand partner meetings, and all required sponsor reporting to thefunding agency.
- Maintains evaluation data collection required by the award,including participant county-of-origin tracking, business formationtracking, and retention data.
- Monitors Programs Involving Children (PIC) compliance forproject programming serving minors.
- Reports weekly to the Principal Investigator on progress,risks, and matters requiring escalation.
- Provides operational leadership for complex programs, resolvingambiguous situations and making decisions that may extend beyondthe immediate area of specialization.
- Constructs and administers program budgets, approves spending,analyzes projected spending, and prepares reports for seniormanagement and funding sources.
- Serves as liaison to program participants, collaborators inother units, community partners, vendors, and the public; approvespurchase requests and arranges program activities.
- Recruits, trains, directs, schedules, and evaluates staff,students, and volunteers; mentors and provides guidance tojunior-level peers.
- Develops and recommends policies and procedures governingprogram operations, ensuring compliance with institutional andsponsor requirements.
- Establishes program priorities and work plans with minimaloversight; drives multiple concurrent projects to completion.

- Exercises advanced professional judgment in interpretingrequirements, resolving complex and ambiguous issues, anddetermining appropriate actions that affect program effectivenessand organizational outcomes.
- Develops and recommends program frameworks, policies,practices, and operating models that support consistent delivery,sustainable outcomes, and long-term program success.
- Evaluates program performance through analysis of data, trends,organizational needs, and stakeholder feedback; identifies risksand opportunities and implements improvements that strengthenprogram impact.
- Builds and maintains collaborative relationships acrossdepartments, functional areas, and leadership groups to advanceprogram objectives, align priorities, and facilitate successfulimplementation of program initiatives.
- Serves as a subject matter expert and trusted advisor onprogram-related matters; provides consultation, guidance, andrecommendations to leaders, stakeholders, and colleagues.
- Leads complex program initiatives and cross-functional effortsthat support achievement of institutional priorities; monitorsprogress, addresses barriers, and drives successful outcomes.
Qualifications
Combinations of related education and experience may beconsidered. Education beyond the minimum required may besubstituted for work experience. Work experience beyond the minimumrequired may be substituted for education.
EDUCATION
Required
Preferred
- Master's degree in public administration, arts administration,nonprofit management, higher education administration, or relatedfield.
WORK EXPERIENCE
Required
- 5 years in related field.
Preferred
- 7 years in higher education administration, nonprofitmanagement, project management, or a similar role.
- Experience managing multi-year, multi-partner grantawards.
- Experience coordinating capital projects or construction.
- Experience supervising professional staff.
LICENSES AND CERTIFICATIONS
Preferred
- Possesses a valid driver's license and ability to be insured by Indiana University upon date of hire.

Working Conditions / Demands
This role requires the ability to effectively communicate and tooperate a computer and other standard office productivityequipment. The position involves sedentary work as well as periodsof time moving around an office environment and the campus. Theperson in this role must be able to perform the essential functionswith or without an accommodation.
Additional Information
This is a limited term position, currently funded through12/31/2028. Continuation is contingent on available funding. Assuch, discontinuation of this position will not be subject to theReduction in Force (RIF) policy.
