Job summary

The City of Portland is seeking three Supervisors for the Tree Permitting Division to lead Development & CIP, Non-Development, and Compliance teams. This role focuses on enforcing Tree Code, advancing the 2025 Urban Forest Plan, and ensuring equitable enforcement and excellent customer service.

Ideal candidates bring strong leadership, communication, and arboriculture knowledge, with a commitment to diversity and sustainable urban forestry.

Qualifications

Experience overseeing urban forestry permitting programs and staff.
Experience managing diverse workloads in urban forest management and municipal tree regulation.
Ability to interpret site plans, arborist reports, and apply ISA Best Management Practices.
Strong written and verbal communication; able to collaborate with management, staff, and community members.
Certifications: ISA Certified Arborist; TRAQ; EHAP; pesticide license; valid driver’s license.

Responsibilities

Oversee daily operations of the assigned section within Tree Permitting, ensuring efficient workflows and customer service.
Interpret and apply the City’s Tree Code across development, non-development, and compliance contexts.
Develop SOPs and improvements to enhance permitting or enforcement outcomes.
Collaborate with the Tree Permitting Division Manager, other city bureaus, utilities, contractors, and communities.
Recruit, hire, schedule, assign work to, and supervise staff; coach and assess performance.
