About the Team

OpenAI’s mission is to ensure that general-purpose artificial intelligence benefits all of humanity. Accordingly, our Global Affairs team builds authentic, collaborative relationships with public officials and the broader AI policymaking community to inform and support our shared work in these domains. We ensure that insights from policymakers inform our work and – in collaboration with our colleagues and external stakeholders – seek to shape policy so that it aligns with and supports our mission.

About the Role

This position reports to the Head of National Security Policy and will help to advance OpenAI’s engagement with the national security and law enforcement communities.

Key responsibilities include:

  • Building and maintaining strong relationships with key decision-makers at agencies including DoD, DHS, and the Intelligence Community.

  • Representing OpenAI in meetings with national security officials, lawmakers, and other stakeholders on behalf of OpenAI.

  • Collaborating with internal teams, including legal, security, intelligence and investigations, and communications, to prepare policy briefs, position papers, and responses to government inquiries on AI issues related to national security.

  • Engaging with relevant industry associations, think tanks, and advocacy groups to build coalitions and advance OpenAI’s policy objectives in the national security space.

  • Track and analyze legislation, federal executive actions, and regulatory developments impacting AI in the national security domain.

  • Partner closely with OpenAI’s public sector business, including by identifying opportunities to enhance national security and/or streamline government operations.

OpenAI is constantly evolving as we release industry-leading research and tools, and you'll face new challenges as the needs of the organization evolve. You’ll sometimes pivot quickly between drafting policy memos, shaping strategy discussions, and representing OpenAI publicly—no task is too big or small.

This role is based in Washington, DC and may require frequent travel to meet with key stakeholders. We offer relocation assistance to new employees.

  • Have significant experience managing relationships with both government officials and civil society.

  • Are well versed in the issues around emerging AI technologies.

  • Are an enthusiastic and effective coalition builder who enjoys working independently, but also thrives as a member of a high performing, peer-led global team.

  • Enjoy coordinating and leading complex collaborative projects among many stakeholders, but are also an accountable individual contributor.

  • Are passionate about the promise of technology and the future of artificial intelligence but thoughtful about its potential risks.

We're looking for a blend of:

  • Demonstrated experience (10+ years) and an established network and credibility with national security officials, civil society, researchers, and other stakeholders

  • Track record of effectively working with cross-functional teams, facilitating multi-stakeholder collaboration, and aligning a diverse range of internal and external

  • Excellent communication, presentation, and interpersonal skills, with the ability to convey complex technical and policy concepts to diverse audiences

  • Deep experience in technology policy and genuine care and knowledge about the impact of technology on society

  • Strong strategic thinking, problem-solving, and project management skills

  • Ability to execute in fast and flexible environments through rapid cycles of analysis, decision, and action

  • Sound judgment and outstanding personal integrity

  • Previous AI/industry expertise a significant plus
