Job summary

PACO Group, Inc. is seeking an experienced Tunnel Inspector to perform field inspections and construction oversight for a major regional transportation project.

Qualifications

• 5–10 years of construction inspection experience, with tunnels/underground work preferred.
• Solid knowledge of drawings, specs, inspection procedures, and documentation.
• Experience inspecting concrete, structural, excavation, and underground work; OSHA safety knowledge.

Responsibilities

• Perform daily inspections of tunnel, underground, and heavy civil construction activities, ensuring compliance with drawings, specs, submittals, and codes.
• Inspect excavation, tunneling, ground-support, structural work, utilities, waterproofing, drainage, and tunnel finishes.
• Inspect concrete/structural operations; coordinate materials testing and reinforcing activities.
• Identify and document deficient work, field changes, RFIs, corrective actions, and safety concerns.
• Prepare daily inspection reports detailing manpower, equipment, conditions, progress, delays, and photos; assist with QA/QC and payments.
• Participate in pre-activity meetings, punch lists, and closeout, coordinating with contractors and project stakeholders.

Job description

PACO Group is seeking an experienced Tunnel Inspector to provide field inspection and construction oversight services in support of the major regional transportation infrastructure project. The Tunnel Inspector will monitor underground and heavy civil construction activities to verify that work is performed in accordance with contract drawings, specifications, approved procedures, applicable codes, safety requirements, and project quality standards.

The position requires significant field presence and coordination with contractors, construction management personnel, engineers, quality and safety staff, and other project stakeholders.

Key Responsibilities

• Perform daily inspections of tunnel, underground, and heavy civil construction activities, ensuring compliance with contract drawings, specifications, approved submittals, work plans, codes, and project standards.
• Inspect excavation, tunneling, ground-support/SOE, structural work, utilities, waterproofing, drainage, and tunnel finishes, including rock bolts, anchors, shotcrete, steel supports, and other temporary or permanent support systems.
• Inspect concrete and structural operations, including reinforcing steel, formwork, embeds, placement, testing, curing, and finished work; coordinate required concrete, soils, grout, welding, and materials testing.
• Identify and document deficient or non-conforming work, field changes, RFIs, corrective actions, and safety concerns, promptly reporting issues through established project procedures.
• Prepare accurate daily inspection reports documenting manpower, equipment, construction activities, quantities, field conditions, progress, delays, safety observations, testing, and photographs; assist with quantity and payment verification.
• Participate in pre-activity and coordination meetings, inspections, punch-list, and closeout activities, coordinating with contractors, adjacent contracts, utilities, rail/transit operations, quality personnel, and other project stakeholders.

Required Qualifications

• Bachelor's degree in Civil Engineering, Construction Management, Engineering Technology, or a related field, OR substantial directly related construction inspection experience in lieu of a degree.
• Minimum 5–10 years of construction inspection experience, with a strong preference for experience involving tunnels, underground construction, major transportation infrastructure, or complex heavy civil projects.
• Demonstrated knowledge of construction drawings, specifications, inspection procedures, and construction documentation.
• Experience inspecting concrete, structural, excavation, support-of-excavation, and/or underground construction activities.
• Ability to prepare detailed, accurate, and defensible daily inspection reports.
• Working knowledge of construction safety requirements and OSHA standards.
• Ability to work in active construction environments, underground facilities, confined or restricted-access areas, and around heavy construction equipment.

Preferred Qualifications

• Previous experience on PANYNJ, Amtrak, NJ TRANSIT, MTA, NYSDOT, or other major NY/NJ transportation infrastructure projects preferred.
• Direct experience with tunnel/underground construction, shafts, excavation, ground support, waterproofing, and/or structural concrete.
• Experience working within an owner/agency Construction Management or Quality Assurance program, including inspection and project documentation systems.
• NICET and/or ACI Concrete Field Testing Technician – Grade I certification preferred; additional certifications in soils, concrete, welding, coatings, or underground construction are a plus.
• OSHA 30-Hour Construction Safety and SWAC credentials preferred or must be obtainable, along with any other required project/site access credentials.

Compensation

Good-faith compensation rate range is around $50-$60 per hour, depending on experience, qualifications, certifications, technical expertise, and client requirements.
