Job summary

The State of Arkansas seeks a Division Administrator for the TSS Division to set strategic direction, oversee operations, ensure regulatory compliance, and drive statewide transformation in procurement, technology, human resources, and shared services.

Responsibilities include executive-level coordination, budget administration, policy development, and fiscal accountability across multiple departments tasked with modernization and service delivery.

Qualifications

  • Requires a bachelor's degree and at least six years in public administration, financial management, or program operations.
  • Experience in government procurement, public finance, or large-scale enterprise systems is preferred.
  • Strong communication, policy development, and strategic leadership capabilities.

Responsibilities

  • Lead and manage the TSS division's operations, programs, and strategic planning.
  • Serve as primary contact for interagency coordination, legislative engagement, and executive decisions.
  • Develop and implement policies and strategies to promote efficiency and compliance.
  • Oversee workforce planning, leadership development, performance management, and diversity initiatives.
  • Administer division budgets, monitor expenditures, and ensure fiscal transparency.
  • Represent the division in meetings with the Governor’s Office, committees, vendors, and public forums.
  • Ensure readiness and continuity during emergencies and major policy shifts.
  • Direct implementation of major technology, procurement reforms, or shared services initiatives.
