JOB TITLE: Trolley Administrator

FLSA: Salaried Exempt (?)

DEPARTMENT: Trolley Administration

RESPONSIBLE TO: Director of Trolley Operations and Maintenance

PAYRATE: $75,000

JOB FUNCTION: Responsible for the day-to-day management of Trolley’s established quality management systems; for developing and implementing new quality assurance processes where necessary or expanding on existing processes and for actively supporting Trolley management to ensure that all products, services, processes, procedures, and documentation meet Trolley's quality requirements.

Responsible for managing and delivering widely diverse projects of varying size and complexity. Identifies, leads, and manages high priority strategic initiatives that cross organizational lines and have MATA-wide impact. This position advises and consults with District staff and leaders to develop and advance organizational strategic initiatives that ensure continuous improvement toward the Trolley Department long-term goals.

Collects, analyzes, documents and communicates performance measure results internally. Conducts root cause analysis, drafts recommendations for managers and prepares visualizations that clarify results.

Facilitates business plan, manages development at the department and office level and interacts regularly with managers to inform about internal performance measurement reporting.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. General Quality Management: In addition to the duties specified below, manage the day-to-day implementation of the quality assurance processes established by the Trolley Quality Assurance and Quality Control (QAQC) Plan; support the Safety and Security Officer Rail (SSOR), Director of Trolley Operations and Maintenance (DTOM), and other MTM staff in the implementation of quality processes under their purview; develop, expand, implement, and monitor processes for ensuring rail operations and maintenance quality; act as an ambassador for quality, compliance, and continual improvement.
  2. Document Control: Document review and development of SOPs, programs and policies. Maintain Trolley’s document control system according to internal procedures and regulatory requirements; ensure the accuracy and integrity of controlled documents through proper versioning, storage, and distribution; and monitor the flow and storage of forms and other records pertaining to rail operations and maintenance.
  3. Audit Support: Assist the Safety Department with internal and regulatory audits; at the request of the Safety Department, conduct interviews, review documents and records, produce checklists, reports, or other materials, and communicate with regulators as needed.
  4. QAQC Support for Rail Capital Projects: In cooperation with the Safety Department, other agency personnel, vendors/contractors, and project managers, support the implementation of a documented quality system for rail capital projects according to Trolley’s QAQC Plan, as well as other agency, regulatory, or project requirements; maintain complete and accurate records of all required quality documentation; as necessary and appropriate, assist in the development and monitoring of quality processes throughout the life of the project.
  1. Configuration Management: Facilitate change control processes according to Trolley configuration management policies; support the Safety Department as needed.
  2. Asset Management: Actively support the implementation and expansion of the agency’s asset management plan for the Trolley Division, particularly as it relates to lifecycle management of trolley assets, including inventory management, condition assessment, and performance monitoring; in support of these processes, manage the production and flow of documentation and support the implementation and expansion of information technology.
  3. Special Projects: Manages special assignments on a short-term basis and provides effective intervention in complex situations, initiates and leads interdepartmental teams in analyzing specific issues or problems and in developing strategies and recommendations to effectively address them.
TRAINING AND PROFESSIONAL DEVELOPMENT:
  1. “Designated Personnel” Training: Within 36 months of hiring or appointment, complete all requirements for “designated personnel” as defined by 49 CFR Part 672, “Public Transportation Safety Certification Training Program.”
  2. Additional Professional Development: In addition to the requirements above, pursue professional development in QAQC and related disciplines through training programs provided by reputable and qualified institutions (including online programs that are appropriately rigorous).
MINIMUM QUALIFICATIONS:

Education: Bachelor's degree in Public/Business Administration, Planning, Engineering, Finance, Management, Political Science, Economics, or related field.

Other:
  1. A minimum of four (4) years of experience involving professional experience in managing and implementing projects of progressively greater complexity in business strategy and development, including varying degrees of quantitative analysis, analytical problem solving, and data visualization.
  2. Minimum 4 years of progressive experience in QAQC, Document Control, Asset Management (Trapeze), Configuration Management, experience in Streetcar environment.
  3. Experience in an FTA regulated environment preferred.
  4. Should be able to communicate effectively both orally and in writing and comprehend, communicate and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  5. Ability to interact constructively and establish and maintain cooperative working relationships with external stakeholders and employees at all levels of the organization.
  6. Must be able to exercise discretion, maintain utmost confidentiality and exhibit the highest standard of professionalism.
  7. Proficiency in software applications required for analyzing data and preparing correspondence, reports and presentations as well as in Trapeze.
  8. Requires the ability to handle numerous activities at one time and must be able to work and meet deadlines with limited supervision.
  9. Should possess strong organizational skills.
  10. Must be able to operate office equipment including personal computer equipment, facsimile machine, and photocopier.
  11. Must be willing to comply with the company’s Drug and Alcohol Policy.
  12. Must always comply with safety and COVID protocols. Ensures a commitment to safety through consistent and professional behaviors in performance of job requirements that demonstrate safety is a fundamental value that guides all aspects of work.
  13. Regular and consistent attendance is required.
  14. Should be able to understand a labor agreement.
  15. Must possess and maintain a valid Tennessee driver’s license.
Environment:

1. Extensive sitting is required while using office equipment such as computers, phones, printers, or fax machines.

2. Some standing and walking during a normal workday will also be required as well as bending, stooping, kneeling, and crouching.

3. Most work will be performed in inside working conditions but should be able to tolerate changes in building environment such as with or without air conditioning or heating.

4. May be required occasionally to move up to 20 pounds by lifting, carrying, pushing, pulling or otherwise repositioning objects.

5. Fingering and repetitive motions will be required for data entry, while picking items up or while filing.

6. Able to express or exchange ideas with others accurately and at an easily audible volume through the use of spoken words. Able to receive detailed information through oral communication or by phone at usual speaking levels and differentiate between sounds in the environment.

7. Close visual acuity to perform detail-oriented activities as well as acuity to perform activities at or within arm’s reach with skill, control and accuracy such as preparing and analyzing data, viewing a computer screen or for significant reading of documents and other materials.
