Scion Nonprofit Staffing has been engaged to conduct a search for a Tribal Policy & Operations Manager for an established nonprofit and Tribal organization in Portland, Oregon. This is an exciting full-time, direct-hire opportunity for an experienced professional with a strong background working with Tribes or Tribal organizations and experience spanning policy or program administration, operations, project management, and executive-level coordination. The Tribal Policy & Operations Manager will provide administrative and operational leadership for the organization’s Policy Division, supporting Government Affairs, Board Relations, and the Tribal Youth Delegate Program. This individual will serve as a central liaison among organizational staff, member Tribes and Tribal leaders, and external partners and officials while ensuring complex initiatives, meetings, projects, events, and administrative workflows move forward effectively.

RESPONSIBILITIES
- Manage day-to-day administrative and operational activities for the Policy Division, coordinating workflows, priorities, deadlines, systems, resources, and follow-up across Government Affairs and Board Relations functions.
- Lead planning and coordination for Quarterly Board Meetings, policy-related events, Executive Committee sessions, and other key meetings, including schedules, materials, logistics, meeting documentation, and follow-up activities.
- Serve as a central liaison among member Tribes, Tribal leaders, internal staff, Tribal health programs, government agencies, funders, community partners, consultants, and other stakeholders.
- Coordinate complex Policy projects and initiatives, including work plans, timelines, deliverables, budgets, approvals, reporting requirements, partner communications, and cross-functional dependencies.
- Co-supervise the Board Relations & Executive Assistant in coordination with organizational leadership, including establishing priorities, assigning and reviewing work, providing feedback, supporting performance management, and identifying professional development needs.
- Coordinate the Tribal Youth Delegate Program, including monthly meetings, events, engagement activities, communications, travel arrangements, participation tracking, follow-up, and quarterly reporting.
QUALIFICATIONS
- Bachelor’s degree in Public Administration, Political Science, Communications, Business Administration, Healthcare Administration, Health Policy, or a closely related field.
- In lieu of the minimum educational requirement, at least eight years of progressively responsible qualifying experience may serve as an acceptable substitute.
- Minimum of five years of progressively responsible experience in government relations, Tribal policy administration, public health or Tribal program management, executive support, program administration, or a closely related field.
- Minimum of two years of professional experience working with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics; direct experience working with Northwest Tribes is preferred.
- Advanced knowledge of administrative and operational workflows, executive coordination, project management, meeting and event management, organizational governance, documentation, and handling confidential information.
- Strong technical writing, research, analysis, interpersonal, organizational, and communication skills, along with proficiency in Microsoft Word, Excel, PowerPoint, Teams, SharePoint, and Adobe Acrobat.
LOCATION & TRAVEL
- This position is based in Portland, Oregon and is expected to work onsite in accordance with organizational workplace and telework policies, including attendance at designated in-person meetings and activities. Local travel is required approximately 20% of the time, and overnight travel outside of the area is required approximately 20% of the time. Attendance at quarterly Board Meetings is required, with meetings held both locally and at locations hosted by member Tribes throughout the region.
COMPENSATION
- This is a full-time, direct-hire, salaried exempt position offering an annual salary range of $76,000–$95,000, along with health, vision, and dental insurance, retirement contributions, paid time off, and paid holidays.
