POSITION SUMMARY:

The Treasury Manager is responsible for administering the City's treasury operations, including cash management, banking services, investments, liquidity management and related financial activities, as well as certain business licensing functions. The Treasury Manager ensures assigned operations are conducted efficiently, accurately and in accordance with applicable laws, policies and established internal controls.

ESSENTIAL JOB FUNCTIONS:
  • Monitors daily cash balances and cash flow requirements to ensure sufficient funds are available to meet the City's operating and financial obligations
  • Prepares short-term and long-term cash flow forecasts and analyzes revenue collections, expenditures, debt service requirements, and other factors affecting the City's liquidity.
  • Initiates and monitors electronic funds transfers, wire transfers, ACH transactions, and other banking activities in accordance with established policies and internal controls.
  • Administers the City's banking relationships and serves as a primary liaison with financial institutions, investment providers, trustees, custodians, and other financial service providers.
  • Performs and reviews bank reconciliations and researches and resolves discrepancies in a timely manner.
  • Administers the City's investment portfolio in accordance with applicable state laws, the City's investment policy, and established investment objectives.
  • Monitors investment maturities, liquidity needs, market conditions, and investment opportunities and assists with the purchase and management of authorized investments. Maintains accurate records of investment transactions, interest earnings, maturities, and portfolio activity and prepares monthly and quarterly investment reports.
  • Maintains accurate treasury-related records within the City's financial management system and ensures transactions are properly recorded and reconciled with the general ledger.
  • Develops, maintains, and documents treasury policies, procedures, internal controls, and standard operating procedures.
  • Ensures appropriate segregation of duties, authorization requirements, and security controls are maintained over cash, banking, and investment activities.
  • Assists with the preparation of the City's annual financial statements, audit schedules, budget documents, and other financial reports related to treasury operations.
  • Evaluates banking services, treasury technology, payment processes, and financial service contracts and recommends opportunities to improve efficiency, security, internal controls, and cost effectiveness.
  • Provides technical guidance and assistance to City departments regarding treasury procedures, banking transactions, cash handling, and related financial policies.
  • Monitors changes in laws, regulations, accounting standards, financial markets, and industry practices affecting municipal treasury operations.
  • Provide coverage during team absences and steps in and resolve escalated public concerns.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
  • Financial management systems, enterprise resource planning systems, banking applications, electronic payment platforms.
  • Microsoft Office Suite, with advanced proficiency in Excel.
  • Handling public funds, financial and business information.
  • Management principles and practices.
  • Supervisory principles and practices.
  • Bargaining unit agreements governing section employees.
Skill in:
  • Verbal and written communication.
  • Handling cash checks and all forms of financial payments.
  • Public interface and addressing concerns from the public.
Ability to:
  • Evaluate, select, and purchase securities and bonds in alignment with defined investment guidelines and risk parameters.

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
  • Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, with emphasis in Finance or Accounting.
  • Three (3) years of responsible cash management experience in a municipality or corporate or banking institution which involved preparing financial statements, institutional investments, and analyzing cash flows.
  • Must be bondable.

The use of personal automobile may be required if attending meetings outside of government center. Work hours may occasionally be extended. Health Insurance

The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.

Employees are required to pay a monthly premium depending on the employee's selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee's bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.

Group Life Insurance

City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.

Ohio Public Employees Retirement Plan

The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.

OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee's annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)

The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.

Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

The City of Toledo offers a voluntary pre-tax savings contributions retirement plan. The plan is commonly referred to as a 401(k).

Under the 401(k) plan, an employee's retirement savings contributions are deducted from the employee's paycheck before taxation. The City does not make contributions on the employee's behalf. (Contributions are tax-deferred until withdrawn during retirement). Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.

Roth 401(k)

The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.

Under a Roth 401(k) Plan, an employee's retirement savings contributions are deducted from the employee's paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
