General Statement of Duties and Distinguishing Features of Class

This is an important professional and administrative positioninvolving responsibility for administering Finance Departmentpolicies and operations. Considerable judgment, initiative, andprofessional technical knowledge are required for making relateddecisions on problems, issues and related challenges. May actas Finance Director in the Director’s absence. The incumbent isresponsible to the Finance Director.

This is a public service job based in trust, credibility, and competency.It is a critical requirement of this position that the incumbentdisplays the desire and ability to perform and behave (onduty, as well as off duty) in a manner that does not damage orendanger the loss of trust with the public, co workers, and otherpublic safety forces. Candidate must meet the following qualificationsand requirements at time of application.

Examples of Work (Illustrative Only)
  • Assists the Finance Director or his/her designees, in planning, organizing, coordinating, and directing activities of the Finance Department;
  • Prepares/directs the ACFR preparation and submission;
  • Supervises earnings tax operations;
  • Advises the public and other governmental agencies on policies, ordinances, and regulations as required and/or needed;
  • Oversees the work of payroll personnel and payroll operations to assure compliance with City, State and Federal standards and specifications;
  • Assists with accurate and timely budget preparation – departmental and organizational;
  • Assists external auditors during independent audits;
  • Responsible for the administration of the fixed asset program;
  • Prepares periodic and annual reports on Finance Department activities:
  • Responsible for leading, managing, developing, mentoring and evaluating the performance of staff;
  • Meets with civic groups and interested parties to discuss Finance Department issues; assists with the development of public relations materials;
  • Coordinates policies and methods of operation as they relate to tax administration;
  • Willingness to work through designated tax season of April through May of each year.
  • Responsible for leading, managing, developing, mentoring, and evaluating the performance of staff;
  • Willingness to learn and grow - assisting in “Commitment to Excellence to Public Service”;
  • Complies with Employee Policy Manual;
  • Performs other duties as assigned.
Requirements
Minimum Education, Experience, and Requirements
  • Equivalent to a Bachelor’s degree from an accredited college or university with major course work in accounting, tax or auditing;
  • Minimum of three to five years of experience in municipal finance and accounting, public accounting or auditing;
  • Combined experience and/or education will be considered;
  • Demonstrated municipal tax experience;
  • Demonstrated ACFR preparation experience;
  • Three or more years of supervisory experience;
  • Broad knowledge of Ohio tax code;
  • Principles and practices of financial auditing;
  • Automated financial management systems including windows based application programs including Word and Excel.
Physical Requirements
  • Able to sit for extended periods of time working looking at computer while keyboarding activities, entering data, creating documents, etc.
  • Lift up to 25 lbs. of materials independently;
  • Normal visual acuity to see objects up close or at a distance, with or without correction, or with or without reasonable accommodation;
  • Auditory acuity to hear conversations, desk phone, cell phones, alarms, etc. with or without reasonable accommodation;
  • Manual dexterity to perform administrative tasks, filing and keyboarding for extended periods of time;
  • Ability to mentally handle associated tasks, problems, solutions, and all other mental tasks associated with positions of this nature;
  • Communicate professionally in person, in writing, and other mediums;
  • Dress in professional manner for business within the City of Mason.
