KODIAK Construction Recruiting & Staffing seeks an experienced Traveling Quality Control Manager to supervise quality control on federal construction projects. The initial assignment is in California, with nationwide and potentially international opportunities.

The role requires leading QC efforts on USACE, NAVFAC, DoD projects, enforcing contract requirements and EM 385-1-1, and relocating as needed to multiple assignments over 1–3 year projects.

Qualifications

• Bachelor's degree in Engineering, Construction Management or a closely related discipline.

Responsibilities

• Manage and implement the project-specific Quality Control Program.
• Administer the USACE/NAVFAC Three-Phase Control Process.
• Lead preparatory, initial and follow-up inspections.
• Monitor field activities for compliance with plans, specifications, submittals and contract requirements.
• Identify nonconforming work, coordinate corrective actions and verify completion.
• Coordinate QC specialists, third-party inspectors and testing laboratories.
• Prepare Daily Quality Control Reports and maintain audit-ready project files.
• Manage submittals, testing plans, inspection records and project documentation.
• Coordinate RFIs, inspections, testing and commissioning activities.
• Maintain as-built drawings, weld logs, field documentation and progress photographs.
• Develop and maintain punch lists and support project closeout.
• Coordinate final inspections and government acceptance.
• Review project documents before work begins to identify quality risks, hold points and documentation requirements.
• Monitor compliance with EM 385-1-1 and communicate safety violations when necessary.

Are you an experienced Quality Control Manager with a strong background in federal construction and large infrastructure projects?

We are hiring a Traveling Quality Control Manager (QCM) to lead quality control efforts on complex USACE, NAVFAC, DoD and other federal construction projects.

This is a field-based leadership position working closely with Project Managers, Superintendents, subcontractors, testing agencies and government representatives to ensure construction meets contract requirements, plans, specifications and quality standards.

The initial project is located in California, with future assignments throughout the United States and potentially internationally. Projects typically run 1–3 years, and candidates must be willing to relocate from project to project.

What You Will Do

What You Bring

• Bachelor's degree in Engineering, Construction Management or a closely related discipline
• Minimum 5 years of construction experience in a QC Manager, Superintendent, Project Engineer, Construction Manager or comparable leadership role
• Demonstrated experience managing a formal construction Quality Control Program
• Working knowledge of USACE EM 385-1-1
• Ability to read and interpret construction drawings, specifications, contract documents, submittals and testing requirements
• Strong documentation, organizational, supervisory and communication skills
• Ability to identify deficiencies, determine corrective actions and verify completion
• Ability to manage multiple subcontractors, inspections, testing requirements and documentation deadlines
• Proficiency with Microsoft Office and Bluebeam Revu or Adobe Acrobat
• Willingness to travel extensively and relocate between project assignments

Preferred Qualifications

• Current USACE/NAVFAC Construction Quality Management (CQM) for Contractors certification
• Experience with RMS and/or eCMS
• Electrical, fuel, utility, industrial, airfield or mission-critical infrastructure experience
• Experience coordinating commissioning, energization, startup and system turnover
• Advanced construction-management or technical training
• Professional Engineer (PE) license

Experience with USACE, NAVFAC, DoD or other federal construction contracts is strongly preferred.

Candidates with QC experience involving medium-voltage systems, underground electrical duct banks, grounding and bonding, transformers, switchgear, electrical distribution, instrumentation and controls, electrical testing, startup, energization or commissioning are especially encouraged to apply.

Experience with civil, structural, mechanical and process systems is also valuable, including concrete, foundations, excavation, underground utilities, piping, welding, pumps, valves, coatings, pressure testing and equipment commissioning.

Traveling Position

This position requires extensive domestic travel and potential international travel. Project assignments typically last 1–3 years, followed by relocation to the next project as operational needs require.
