Position Title: TRANSPORTATION SUPERVISOR

Qualifications: 1. School Transportation Supervisor Certification or ability to complete course work within four years

2. High School Diploma.

3. Minimum school transportation experience as determined by the board.

4. Knowledge of state laws and regulations governing school bus construction and maintenance, and pupil transportation.

5. Demonstrated skills in personnel management, route scheduling, fleet maintenance and pupil transportation

6. Required criminal history background check and proof of U.S. citizenship or resident alien status.

7. Current residency in New Jersey, approved residency waiver or candidate agrees to obtain residency within one year of employment.

Purpose of the Position: To oversee the operation of the school transportation program and to ensure the safe and efficient transport of pupils to curricular and extracurricular activities.

PERFORMANCE RESPONSIBILITIES:

Overall Responsibilities
  • Assumes responsibility for the safe and efficient operation of the school transportation program.
  • Ensures compliance with all laws, regulations and board policy related to school transportation.
  • Recruits, trains and supervises the performance of all transportation personnel, and makes recommendations regarding their employment, promotion and release.
  • Prepares all transportation records and reports as required by law, code or board policy.
  • Oversees notification, documentation and arrangements for parents/guardians providing written statements waiving the transportation services.
Routes and Services
  • Prepares efficient bus routes; determines bus stops, pick-up times; and ensures compliance with bus capacity limitations as well as monitor all routes regularly.
  • Develops and administers a transportation program to meet the needs of the daily instructional program and maintains detailed records for the transportation of all students
  • Arranges for the transportation of pupils with disabilities as determined by the child study team.
  • Coordinates authorized transportation services for community, student activity, field trips or athletics groups in accordance with board policy.
  • Evaluates methods for transporting students attending a special education or vocational school outside the district as well as non public school students.
  • Recommends the use of a CTSA (coordinated transportation services agency) as appropriate.
Budget and Finances
  • Prepares and administers the transportation budget
  • Conducts an annual cost analysis of the transportation operation
  • Responsible for the accuracy of transportation payroll time sheets
  • Develops recommendations for future equipment and personnel needs.
  • Prepares year end transportation reports for annual audit
  • Prepare required county and state reporting including but not limited to DRTRS, Accident Reports and Annual School Bus Driver/Aide Certification
  • Assists the Business Administrator in preparing reports required by law, administrative code and board policy
Contracts and Purchases
  • Works with the business administrator to formulate specifications for transportation contracts with private vendors as necessary
  • Assists with annual contracts in relation to transportation
  • Makes recommendations for the purchase of new vehicles, and assists in the bid specifications for them.
Maintenance and Safety
  • Maintains all district-owned vehicles; develops a plan for preventive maintenance; and oversees operations in the bus garage.
  • Promotes the safety of pupils through preservice and regularly scheduled inservice training of bus drivers and substitute drivers
  • Periodically inspects all board-operated buses for cleanliness and proper maintenance
  • Works cooperatively with principals to make arrangements for bus emergency evacuation drills at all schools
  • Ensures and organizes the timely and successful State Inspection of all board-operated buses at a minimum of twice per year.
  • Advises the CSA/Superintendent on road conditions for decision on school closing during inclement weather
  • Maintains an individual and permanent file on each board-owned vehicles as required under law and makes the files available for inspection upon request
Complaints and Communications
  • Responds to transportation inquiries by the public and handles all complaints.
  • Handles all correspondence relative to transportation
  • Investigates complaints of inappropriate behavior by transportation staff while on duty and preserves evidence in order to have fair inquires and prompt resolutions of complaints
  • Maintains a detailed log of transportation complaints, incidents, and problem situations, in order to record the investigation and resolutions of these problems and to identify any recurrent patterns of problem situations.
Miscellaneous (pertaining to Transportation)
  • Attends meetings and trade exhibits to stay current on new equipment, standards and requirements related to safe and efficient transportation of students.
  • Maintains filing system for all above functions
  • Perform other duties as assigned by the School Business Administrator/ or CSA/Superintendent of Schools.

Terms of Employment: Salary and work year to be determined by the Board of Education.

Evaluation: Performance of this job will be evaluated annually in accordance with NJ State law and provisions of the board's policy on evaluation.
