Position Information

West Dallas County Maintenance Section is seeking a Transportation Specialist III to support the Maintenance Supervisor in overseeing the day-to-day operations within the maintenance section, which provides safe thoroughfare for Dallas County. This role also involves leading Maintenance Contract Inspectors. The position requires responding to emergency notifications as needed. Employees in this role work independently on assigned tasks, but any unusual issues are escalated to the supervisor.

Provides technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

  • Assists the maintenance section supervisor in overseeing the work of the section in house and contracted crews including scheduling equipment, material, and personnel necessary for section projects.
  • Assists with planning, coordinating, and implementing emergency response to inclement weather, accidents, and hazardous spills affecting area roadways.
  • Ensures all projects follow established safety guidelines.
  • Inspects road conditions, work-in-progress, and work completed by the crews and contractors.
  • Leads the work of Maintenance Roadway Inspectors, technical and clerical staff.
  • May operate light and heavy roadway equipment.
  • Responsible for operations of section in absence of supervisor.
  • Trains employees on the use of equipment and procedures.
  • Completes reports on damaged railings and bridges.
  • Performs other job responsibilities as assigned.

Experience: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications:

  • Extensive knowledge of bridge structures and maintenance/repair methods.
  • Methods, procedures, equipment, and materials used in intermodal transportation engineering construction and maintenance work.
  • The Texas Manual on Uniform Traffic Control Devices
  • Incident management procedures
  • Applicable industry safety standards, guidelines, and specification codes
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Leading, assigning, reviewing, and monitoring the work of others.
  • Coordinating labor, materials, and equipment
  • Administrative support practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management.
  • Preparing and maintaining confidential and sensitive records, files, and reports
  • Maintaining a safe and effective working relationship with others

Physical Requirements and Working Conditions:

  • Subject to extreme cold and heat; below 32 and above 100 degrees for more than one hour.
  • Subject to noise and vibration.
  • Subject to hazards - moving vehicles/mechanical parts, high places, heat, and chemicals.
  • Required to wear protective gear - respirator, hard hat, or other device.
  • Medium Work: Lift up to 50 lbs. at a time and frequently lift or carry objects up to 25 lbs.
  • Standing - prolonged periods of time.
  • Lifting - raising objects from lower to higher position/horizontally to a different position.
  • Visual Acuity - operate machines, such as drill presses, power saws, and mills.
  • Visual Acuity - operate motor vehicles and heavy equipment.
  • This job has been identified as physically demanding and will require a pre-employment physical.
  • Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.
  • For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
  • Must be able to report for duty within 45 minutes of notification on a 24-hour basis to respond to emergency situations.
  • Must have current State issued Noncommercial Political Pesticide Applicator License.
  • Must have a Class "A" Commercial Driver's License (CDL) with an "N" Tank endorsement.
