Job description

The Transportation Services Administrator supports the City of Sedona’s Transportation Services Department by administering the City’s parking program and assisting with mobility services that serve residents, businesses, and the City’s high volume of visitors. Under the direction of the Transportation Services Manager, this position oversees implementation and monitoring of parking‑related contracts, coordinates vendor performance, and provides operational support for Sedona’s transit services, Uptown parking system, and trailhead shuttle operations. The Administrator helps advance Sedona’s goals of protecting community livability, enhancing visitor mobility, and supporting sustainable access to key destinations.

Responsibilities/Duties

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Transportation Services Manager or designee.

May exercise technical and functional oversight of assigned staff, consultants, or program areas.

ESSENTIAL AND MARGINAL FUNCTION STATEMENT--Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

  • Administer the City’s parking program, including Uptown paid parking, Uptown Garage, off‑street lots, neighborhood permit programs, and seasonal demand strategies.
  • Manage implementation of new parking technologies and improvements tailored to Sedona’s high‑tourism environment, including pay stations, mobile payment platforms, digital permits, data dashboards, and wayfinding systems.
  • Conduct regular contract monitoring to ensure compliance with City standards, operational expectations, environmental considerations, and Sedona’s tourism‑impacted context.
  • Oversight of enforcement providers, contracted parking operators, parking system vendors, and parking customers.
  • May include supervision of parking enforcement staff
  • Support the Transportation Services Manager in overseeing operations of Sedona’s Microtransit service, including scheduling coordination, service monitoring, and vendor communication.
  • Assist with planning, coordination, and monitoring of Sedona’s seasonal and year‑round trailhead shuttle services, ensuring service reliability and alignment with visitor‑use patterns.
  • Support the development, implementation, and daily oversight of all parking and transportation‑related contracts, including scopes of work, procurement support, onboarding of vendors, and ongoing performance evaluation.
  • Facilitate public committees related to parking and residential permitted areas
  • Review and analyze data related to parking occupancy, traffic flow in uptown area, microtransit performance, shuttle ridership, parking revenue, and operational trends; provide clear summaries and recommendations.
  • Prepare reports and presentations for the Transportation Services Manager, City leadership, and public groups, highlighting issues and initiatives specific to Sedona’s transportation environment.
  • Coordinate with internal teams on budgeting, signage placement, marketing, capital improvements, customer communications, and enforcement consistency.
  • Respond to resident and visitor inquiries related to parking services while representing the City’s customer service standards.
  • Assist in development and implementation of transportation policies, procedures, code updates, and operational guidelines that support Sedona’s sustainability and mobility goals.
  • Support multi‑modal mobility projects, including trailhead access planning, transit solutions, and pedestrian improvements.
  • Performs other related duties as assigned.
Qualifications/Requirements

Minimum Qualifications:

  • Experience in program administration, contract management, transportation operations, or municipal services.
  • Strong organizational skills and ability to manage multiple tasks in a fast‑paced, visitor‑impacted environment.
  • Experience in vendor oversight, performance monitoring, and contract compliance.
  • Strong analytical abilities and comfort working with operational data.
  • Excellent communication skills and experience working with the public in a service‑oriented environment.
  • Proficiency with office software; familiarity with parking, transit, or mobility systems preferred.

Preferred Qualifications:

  • Experience working in a tourism‑driven community or transportation operation.
  • Knowledge of parking management, transit operations, or mobility technology.
  • Experience with municipal contracting, procurement processes, and vendor administration.
  • Understanding of Sedona’s unique environmental, visitor, and community transportation needs.
