Under general supervision, this position monitors and coordinates various transportation projects including but not limited to performing/coordinating design review, managing consultant design and inspection efforts, field review of traffic concerns, and overseeing construction work to ensure compliance with Town standards.

  • Performs transportation engineering function(s) to support traffic services, Town departments and various Town maintenance operations; assists in developing engineering solutions for maintenance problems including establishing maintenance techniques, procedures, and schedules.
  • Reviews accident reports for signalized and non-signalized intersections; identifies and reports on accident trends that warrant correction or further analysis. Makes recommendations for intersection improvements to mitigate known identified safety issues/concerns.
  • Collects traffic volume count information and prepares maps or other methods for publishing this data. Collects speed data in support of neighborhood speeding concerns in conjunction with the Police Department.
  • Reviews traffic control plans / MHTs for work or events in Town Right of Way for compliance with MUTCD and Town standards; makes recommendations for plan improvements to mitigate concerns.
  • Reviews engineering plans, studies, and reports, such as traffic signal warrant studies, traffic impact studies, signage and striping plans, traffic signal installation plans, fiber optic plans, and lighting plans.
  • Observes field traffic operations, makes recommendations and prepares options for improvements on flow or safety.
  • Oversees administration efforts including but not limited to securing contracts for professional services, conducting project kickoff meetings, communicating project objectives, reviewing submitted reports, and conducting progress meetings to review design development and identify/resolve project issues.
  • Administers and monitors construction or transportation engineering support contracts which includes acting as a technical advisor for various projects, preparing contract documents in conjunction with other Town Department/Divisions.
  • Participates in the selection of consultants; coordinates the pre-construction conference and surveys.
  • Oversees construction and inspection process, including inspection of new transportation projects and/or private development projects, providing accurate and timely information to supervisors. This includes maintaining project records, preparing reports or punch lists on project status, resolving issues, proposing solutions, approving changes, and updating project records as needed.
  • Represents the Town at various meetings; initiates and maintains contact with all affected and interested parties. May present information as required.
  • Utilizes effective written and oral communication techniques to respond to citizen service requests, complaints, and inquiries in a positive and professional manner. If unable to resolve or answer the request, referring the inquiring party to the appropriate individual or entity.
  • Provides quality, efficient customer service to the public and Town staff.

The requirements listed below are representative of the education, experience, certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered.

Requires a Bachelors Degree in Civil Engineering, or a related field, supplemented by six (6) years of experience working in public works design and/or construction activities, including inspection of civil works.

Professional Engineering (PE) License preferred.

Possession of or ability to readily obtain a valid Driver's License issued by the State of Colorado for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history.

Possession of or the ability to readily obtain the following certifications within one (1) year of hire is a condition of employment: National Incident Management System IS-100, IS-200, IS-552, IS-554, IS-556, IS-558, and IS-700, IMSA Traffic Signal Level I, and Signs and Markings Level I.

Employment Standards

The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Knowledge of transportation engineering principles, practices, and procedures related to signage, roadway striping, traffic signals and utility locates.
  • Knowledge of transportation standards and guide documents including MUTCD, AASHTO, and ITE guidelines.
  • Skill in managing and prioritizing situations to maximize available resources and problem solve to analyze complex problems and implement appropriate corrective actions.
  • Skill to mitigate or understand soils, environmental issues, traffic considerations, weather considerations, traffic control, and safety requirements during construction and maintenance.
  • Skill in verbal and written communication.
  • Ability to effectively utilize technical and conceptual knowledge and skills to plan for the short and long-term goals of the Town and implement techniques that will achieve those goals.
  • Ability to ensure compliance with Town and Departmental policies, procedures, standards, rules, and regulations through effective management of programs and/or projects; adapt existing policies to meet the changing needs of the Town.
  • Ability to explain policies, rules, and procedures to Town staff and the public to ensure not only compliance, but also awareness of potential problems that could exist without compliance.
  • Ability to work irregular hours, weekends, evenings or holidays in emergency situations.
  • Ability to pass a pre-employment background check.

Hiring Salary Range: $110,112-$134,887

Full Salary Range: $110,112-$159,662

Employee must be able to consistently see with near and far acuity, depth perception, color vision and field vision. Specific vision abilities required by this job include close and distance vision acuity, peripheral vision, depth perception and the ability to adjust focus, allowing a broad field of vision.

Environment

Work is frequently performed in a climate-controlled office environment. The noise level in this environment is usually quiet to moderate, with occasional high levels and vibrations. Work is also performed in the field. The employee will work outside in or on construction projects in hot and cold temperatures, varying from moderate to extreme.

The employee will occasionally be exposed to fumes, odors, dusts, mists, smoke, gasses, or poor ventilation. The employee will occasionally encounter hazards, such as mechanical, electrical, or burns. The employee will occasionally be required to work at heights up to forty (40) feet.
